SIEM REAP, Cambodia — Angkor Wat's magnificence has endured nature, invading armies, artifact bandits and occupation by Khmer Rogue communist guerillas. But nearly a millennium after the 12th-century temple's creation, it faces its greatest threat yet: millions of tourists marching upon its stones and pawing at its intricate stonework with greasy hands. Tourism is exploding at Angkor Wat, a world of sandstone ruins considered mankind's largest pre-industrial city. Jungled over for centuries, and more recently unreachable during Cambodia's decades of war, the site now absorbs more than a million visitors each year. But while preservationists cringe at the site's commercial takeover, they might as well brace for more. The Disneyfication is just beginning. "See that?" said Hyo-Soon Park, a South Korean developer, standing on a balcony outside his office in Cambodia. "You can see Angkor Wat from here." The temple's tallest tower was visible, in the distance, as a finger of sandstone jutting above the tree line. "When all this is finished, guests will be able to stare at it from their hotel rooms," Park said. "They're going to love it." Park's project, called "AngkorCoex," is a 400-acre temple-themed sprawl of golf courses, hotel suites, duty-free shopping and a large convention center. Site plans also call for a wellness center and something described as a "Bohemian Island with Innovative Playground." Completion is expected in a year or two. "The point is this: how can we catch tourists, keep them in one place, here, where they spend all their money?" Park said. After its long tourism twilight, Cambodia now expects 2.8 million arrivals throughout 2011. That's double the number of arrivals in 2005 and it's nearly 25 times more than the paltry 118,000 who visited in 1993. Tour groups from Asia's rising economies — not starry-eyed, dreadlocked thrill-seekers — are doing the most to drive Cambodia's tourism figures up. Chinese tourists, according to Cambodia's tourism ministry, have increased by 29 percent within the past year. Asian travelers are the demographic targeted by AngkorCoex, Park said. The majority of those tourists will want to set foot inside Angkor Wat. But conservationists say the temples are suffering serious damage from all that traffic. "You have to think of it like the Mona Lisa," said Jeff Morgan, director of the Global Heritage Fund, a U.S.-based organization devoted to preserving historical sites in the developing world. "If everybody goes and touches the Mona Lisa, it's going to be worn out. That's what is happening at Angkor," he said. "You have millions of people climbing all over these sites." The temple was popularized in the West by a French naturist, Henri Mahout, who hacked through dense bramble to find the temples covered in vines. He later wrote that they were "grander than anything left to us by Greece or Rome ... a sad contrast to the state of barbarism in which the nation is now plunged." That was 150 years ago. Today, a visit to Angkor Wat can resemble a Saturday at Six Flags. Visitors spill out of tour buses by the thousands, a noisy throng stampeding over stonework laid by servants of the long-dead King Suryavarman II. All those sneakers wearing away priceless stone is unacceptable, Morgan said. His organization has advocated simple safeguards: wooden walkways, a per-day limitation on visitors and guards to stop tourists from scampering up temples. "It's not just tourists," Morgan said. "It's what the government does to cater to tourists." Edifices are sometimes restored with concrete and rebar, which causes "irreversible damage," Morgan said. "They're basing it off some sketches from a French exhibition in 1930. It's unscientific," he said. A Global Heritage Fund team conserving a smaller temple called Bantaey Chhmar has vowed not to repeat the mistakes made at Angkor Wat. Damage to Angkor Wat is especially disconcerting given its profound significance to Cambodians, said Sotheara Vong, a Khmer historian with the Royal University of Phnom Penh. The ruins are a sorely needed source of pride for a country still healing from centuries of foreign invasion, French colonial dominance and warfare. "It's our historical magnet of consolidation and national pride," Sotheara said. "It's our identity." But for now, Cambodia's tourism authorities show little willingness to stem the tide of tourists paying to enter Angkor Wat. And as foreign conservationists stream in to preserve the temples, so do foreign developers with new plans to capitalize on the tourism gold rush. "This here, it's going to be a square for Cambodian artists," said Park, gesturing to point on his wall-sized master plan for AngkorCoex. "The artists can show guests how to make ancient crafts from wood, stone or silk," he said. "And then the guests can purchase it." | ||||||||||||||||||||||||||||||

YOU knew how to respond to them. You were a model of integrity and courage. You controlled your anger, you apeased mine. You did not choose to be this essential witness of History that you became, but you fulfilled this role to the end. When Nuon Chea and Son Sen stated that S-21 was a Vietnamese fabrication, you could stomach it selflessly. And you resumed your work as a witness, without ever giving up, despite the nightmares. Your victory, our victory, came the day that Khieu Samphan admitted that S-21 was a State institution. That day, I saw you smile. The quality and the preciseness of your accounts were invaluable. Not only did you describe the life of the prisoners at S-21, you also explained the dehumanisation process that was implemented to erase the prisoners, and to reduce them to dust. Your memory is the failure of the Khmer Rouge. You were inhabited by forgiveness at all times, and you were unable to harm in any way a human being. That is the principle which guided you, even as you were being tortured at Battambang, even as you and your prison mates were slowly but surely dying. That is the principle, together with an extraordinary courage, which led you to ask Duch to spare your companion, the painter Bou Meng, in the workshop at S-21, where your lives hung by a thread. Nath, you were a just man. The quietness and softness so typical of you disarmed the former Khmer Rouge. I did not want you to meet Huy as I was shooting with him at S-21. But you came for your brushes. You saw him. You chainsmoked a few cigarettes, then you took him by the shoulder to your paintings. You asked whether what you had depicted was truthful or not. That gesture was not a reconciliation gesture, but one to have him understand: "You must tell the truth, you owe it to us, to me and to the victims." Huy confessed everything. A major step had just been made: it was now an executioner that had just started to testify. And when I asked you a few years ago why you came back that day to S-21, you replied that the souls of the dead had guided you. Like them, with them, I know that you will keep on guiding us. You have been a relentless witness for the victims, you were their voice, you were their spokesman. The victims wanted to know, they wanted justice. There were 36 of you in the death truck which brought you from Battambang to S-21. You had made a mutual promise: the survivors would speak out. That promise, you kept it – not only for your 35 companions, but also for the 12 380 official victims and all those who are unaccounted for. You gave back their history to the dead. The dead are not anymore figures and statistics listed in books and magazines. When some declared that S-21 should be closed, you objected to it vehemently. You were always afraid that the very existence of S-21 would be challenged and that the young generations would not know who the victims were. That is why you accepted to work with me for more than twenty years. We won that battle. The most terrible thing is that you will not know the final verdict against Duch. That justice does not deserve you. It drags its feet, it takes care of the executioners but it forgets the victims. You did always serve justice, though. The only thing that mattered to you was to testify. You did not become a civil party against Duch because nothing in your eyes could ever remedy the wrong done to you. And you were impervious to the feeling of revenge. You wanted to speak. You had a perfect grasp of the ideology which ruled S-21; you were able to analyse the extreme situation which you had gone through. You needed to speak and speak again to re-establish the truth; you were convinced that it would be enough to have them convicted. I would not like the artist to be sidelined behind the courageous and peace-loving witness that you were. Demanding, curious and open to the others, you held in high esteem conscience and ethics as the essence of art. The young Cambodian artists who were fortunate enough to cross your path had the priviledge of receiving this from you. I would not want either, that people forget the tender and simple man who enjoyed sitting under the shade of a tree, watching his ricefields, observing a flower, picking up shells, having a bite at a green mango. You were a man from the earth and the water. You came from a farmer background. You were born during the dry season in the province of Battambang one day of April 1946. Your mother grew rice and sold numbanchok. She transmitted to you her love of the earth and her cooking skills. The four years you stayed at the pagoda helped you to build upon your natural wisdom, and allowed you to exercise from a young age the art of calligraphy on palm leaves. This learning process gave you deep knowledge of buddhist principles and philosophy. These thoughts pervaded your life. As your family was poor, you had to learn a trade. From the age of 6-7, you were drawing with a passion. There is nothing surprising in the fact that you became an apprentice in a poster workshop. Since you were gifted, serious and assiduous, you were able to open your own business after four years. You made a living, inter alia, from orders from movie theaters. Japanese, Chinese, Indian and French films became a familiar universe as you painted the faces of their heroes. You admired Corneille so much that you named your elder daughter after Chimène, the heroine faithful to her father's honour in The Cid. The war and the Khmer Rouge swept away that quiet and sweet life. You went through hell: torture, deprivation, humiliation. You paid the price with your health. Your body kept the marks. The disease which affected you surely had a cause... You lost your two first children and you never recovered from it. But you had the strength, together with your wife, to rebuild everything, to lead at the same time a normal life and a fight out of the ordinary. Here again, totalitarianism and terror did not succeed in destroying the man. Nath, you were a caring father and a loving husband. You wished to end your life as a monk at the pagoda, but your love for Eng and your closeness were such that you constantly defered this plan. Your monk friends joked tenderly about it. Nath, for all of us, you personified dignity. Your testimony goes beyond the Cambodian tragedy; it belongs to the history of mankind. Its relevance is universal. It raises a central issue about man and his accountability. Today, we are left orphans, deprived of your wisdom. But you left behind you a profound legacy: your works, your words, your advice, your memories. And you live on in our dreams. Your spirit remains with us. We will never forget you. However, we are not alone. Those thousands of souls whose memory you stood up for your whole life are waiting for you. Now the time has come for them to pay you tribute. _____________________________ Nath, Tu es parti trop tôt. Il y a des salauds qui ont la peau dure et la vie longue. Toi, tu savais les affronter. Il y a des hypocrites qui ont la langue bien pendue et insultent la mémoire de leurs mots indécents. Toi, tu savais leur répondre. Tu étais un modèle d'intégrité et de courage. Tu domptais ta colère, tu calmais la mienne. Tu n'as pas choisi cette vie de grand témoin de l'Histoire qui fut la tienne mais tu l'as assumée jusqu'au bout. Quand Nuon Chea et Son Sen déclaraient que S21 était une invention des Vietnamiens, tu encaissais avec abnégation. Et tu reprenais ton travail de témoin, sans jamais renoncer, malgré les cauchemars. Ta victoire, notre victoire, fut le jour où Khieu Samphan reconnut que S21 était une institution d'Etat. Ce jour-là, je t'ai vu sourire. La qualité et la précision de tes récits étaient irremplaçables. Tu ne décrivais pas seulement la vie des détenus à S21 mais tout le processus de déshumanisation qui était mis en œuvre pour vous effacer, pour vous réduire en poussière. Ta mémoire signe l'échec des Khmers rouges. Tu as toujours été habité par le pardon, l'impossibilité de faire le moindre mal à un être humain. C'est ce principe là qui te guidait même sous la torture à Battambang, même quand vous creviez à petit feu sur le carrelage de S21. C'est ce principe-là et un courage inouï qui t'ont conduit à demander à Duch d'épargner ton compagnon, le peintre Bou Meng, dans l'atelier de S21 où votre vie ne tenait qu'à un fil. Nath, tu étais un homme juste. Ce calme et cette douceur qui te caractérisaient ont désarmé les anciens Khmers rouges. Je ne voulais pas que tu rencontres Houy quand je tournais avec lui à S21. Mais tu es revenu chercher tes pinceaux. Tu l'as vu. Tu as fumé cigarette sur cigarette puis tu l'as conduit par l'épaule vers tes tableaux. Tu lui as demandé si ce que tu avais peint était vrai ou pas. Ce geste que tu as eu n'était pas un geste de réconciliation mais un geste pour lui faire comprendre : «Tu dois dire la vérité, tu nous dois ça, à moi et aux victimes ». Houy a tout reconnu. Une étape essentielle venait d'être franchie : un bourreau entamait à son tour un travail de témoignage. Et quand je t'ai demandé il y a quelques années pourquoi ce jour-là tu étais revenu à S21, tu as répondu que les âmes des morts t'avaient guidé. Comme eux, avec eux, je sais que tu continueras à nous guider. Tu as toujours témoigné pour les victimes, tu as été leur voix, leur porte-parole. Les victimes voulaient savoir, elles réclamaient justice. Vous étiez 36 dans le camion de la mort, qui vous a transportés de Battambang à S21. RESOLUTIONS OF THE FIFTH CONVENTION OF THE SAM RAINSY PARTY HELD IN PHNOM PENH ON SEPTEMBER 11, 2011 Posted: 11 Sep 2011 02:28 AM PDT RESOLUTIONS OF THE FIFTH CONVENTION OF THE SAM RAINSY PARTY HELD IN PHNOM PENH ON SEPTEMBER 11, 2011 The Fifth Convention of the Sam Rainsy Party held in Phnom Penh on September 11, 2011 with the participation of some 4,000 delegates representing all the provinces of Cambodia and also Cambodian communities abroad, resolved to: I- Call on all patriotic forces to unite in order to save Cambodia from disaster. Stop the policy of the current government that is cutting Cambodia into pieces and selling our country bit by bit to foreign companies under the form of "concessions". Oppose this attempt to kill our farmers little by little by depriving them of land, forest and fish. Counter this insidious plan to make Cambodia vanish slowly but surely through losses of national territories, land grabbing, deforestation, destruction of fishing stocks, plunder of natural resources, systemic corruption, increasing poverty , unemployment, derelict state of public services such as the health system , despair, emigration of an increasing portion of the Khmer population compelled to seek work abroad, massive Vietnamese immigration with far-reaching demographic and political implications that are turning Cambodia into another Kampuchea Krom. II- Approve and publicize the watchword of the SRP: "Give back to the Khmer people any assets stolen from them ". The future government led by the SRP will cancel all land, forest and mining concessions granted by the present government that were associated with land grabbing and eviction of the legitimate owners of the land. Our nation's assets will be given back to our nation. Rice fields and other farmland, forests and mountains, rivers and lakes, fishing zones, seashores and islands will be returned to their legitimate owners, meaning the Khmer people, or will be used as to serve the public interest and the needs of the entire population, especially the poorest segment of the population. Any individual or private company that forcibly seizes land or living areas belonging of the local population and deprives them of their livelihoods is considered as "enemy of the Khmer people" and will be punished accordingly. The people are the only owners and masters of the land. III- Support the SRP's appeal to foreign investors to come invest in Cambodia, especially to build and operate processing facilities. The type of investors we call on will buy natural products and raw materials from our farmers but not our farmers' land. Legitimate investors are not involved in land speculation or money laundering. They focus on production units that process raw materials. By doing so, they provide commercial outlets for our farmers' agricultural products and jobs for our population as a whole. IV- Reject the type of "development" conceived by the current government, which is a fake and fallacious development carried out against the people and serving exclusively the interest of a small group of exploiters. The future government led by the SRP will carry out a genuine development for the people that will protect the people's assets, serve the people's interest and effectively improve the people's living conditions. V- Denounce the demagogic practices of the ruling party which, on the one hand, gives us small donations occasionally as an attempt to buy votes but, on the other hand, continuously strangles us by stealing our lands, depressing agricultural products prices and farmers' income, compressing workers and civil servants' salaries, levying increasing taxes, and making the price of staple goods on the market go up higher and higher. They steal us in millions through predatory corruption and give us back in pennies with their petty and deceitful donations. VI- Require an immediate and significant increase in the salaries of workers and civil servants so as to ensure them decent living conditions, and also effective measures to lower prices of staple goods on the markets by reducing taxes and suppressing commercial monopolies. VII- Approve the political platform and the action plan of the SRP intended to improve the living conditions of the population in three essential domains: agriculture, employment and healthcare. The concrete measures contained in the SRP platform will definitely improve the farmers' income and living conditions, create jobs for the whole population especially the young, and ensure access to modern medical care for everybody especially the poorest segment of the population. VIII- Support the draft laws prepared by SRP Members of Parliament regarding: 1) A minimum wage applicable to all occupations all over the country, to be periodically readjusted to reflect the evolution of consumer prices. As of today, a decent national minimum wage should not be less than 400,000 Riels (about US$100) per month. 2) The definition and the protection of the rights of tenants allowing those who don't own the place where they live to secure a stable home on reasonable and acceptable terms and ensuring them a fair compensation in case of eviction by their landlords or the public authorities. 3) The implementation of a real political decentralization providing effective powers and an adequate budget to commune councils allowing them to democratically make decisions intended to improve the living conditions of the local population living in the concerned communes. These decisions could be related, for instance, to local infrastructures, social services and protection of the environment. 4) A term limit for any future Prime Minister who would not be allowed to stay in office for more than five years (one parliamentary term only). IX- Approve the three-tier political strategy of the SRP aimed at liberating Cambodia from foreign domination, bringing down dictatorship, eliminating corruption and ensuring social justice: 1) Participation in the 2012 and 2013 polls while fighting election irregularities and unfairness according to our means; 2) Popular uprising inspired by the Arab Spring and other forms of People Power if the forthcoming elections remain fundamentally biased and continue to seriously distort the will of the people; 3) Filing of criminal lawsuits against those current leaders responsible for crimes against humanity (K5 Plan in the 1980s), war crimes (1997 coup d'état) and other heinous crimes (1997 grenade attack, 1998 repression) before international courts and independent courts in democratic countries. X- Render justice to SRP President Sam Rainsy who only defended rice fields belonging to Cambodian farmers living along the border with Vietnam. Those rice fields belonging to Cambodian citizens are part of Cambodia's territory that Vietnam is infringing on. Therefore Sam Rainsy's case is not an individual's case but represents a political issue of national interest requiring a political solution. From this viewpoint, all the parties involved should take into account recommendations from the UN Rapporteur for Cambodia, the Inter-Parliamentary Union, the European Parliament and governments of many friendly countries that wish to see Sam Rainsy returning to Cambodia in time to take part in the 2012 and 2013 elections. Without the presence of the leader of the country's largest opposition party those elections would be worthless and their results would not be recognized by the international community, which would neither recognize any government stemming from such worthless elections . XI- Appeal to every Cambodian citizen to check their names on the voter lists and to register as voters before October 15, 2011 so as to have the right to cast their ballots at the 2011 and 2012 elections that will determine the future of our country and the fate of each one of us and that of our children. XII- Ask all the signatory countries of the 1991 Paris Agreements on Cambodia to really and fully implement these Agreements on the occasion of the 20th anniversary of their signing on October 23, 2011. These Agreements guarantee for the Cambodian people fundamental rights and liberties as well as a political system based on liberal and pluralistic democracy. However such rights and liberties and democratic system have not materialized yet or have been totally perverted. The Paris Agreements also guarantee Cambodia's territorial integrity, which is being violated by Thailand on the west and Vietnam on the east, as evidenced by recent border incidents causing sufferings for the Cambodian population. RESOLUTIONS DU 5ème CONGRES DU PARTI SAM RAINSY TENU A PHNOM PENH LE 11 SEPTEMBRE 2011 Posted: 11 Sep 2011 02:27 AM PDT RESOLUTIONS DU 5ème CONGRES DU PARTI SAM RAINSY TENU A PHNOM PENH LE 11 SEPTEMBRE 2011 Le 5ème Congrès du Parti Sam Rainsy tenu à Phnom Penh le 11 septembre 2011 en présence de quelque 4.000 délégués représentant toutes les provinces du Cambodge ainsi que les communautés khmères à l'étranger, a adopté les résolutions ci-après consistant à: I- Appeler toutes les forces de la nation à l'union sacrée pour sauver le Cambodge du désastre; arrêter la politique du gouvernement actuel qui est en train de dépecer le Cambodge et de le vendre par morceaux à des groupes étrangers sous la forme de "concessions"; s'opposer à cette tentative de tuer petit à petit nos paysans en leur faisant perdre terres, forêts et poissons; faire échec à ce plan insidieux qui pousse le Cambodge vers une disparition lente mais sûre à travers la perte de territoires nationaux, les confiscations de terres, la déforestation, la destruction des ressources halieutiques, le pillage des richesses naturelles, la corruption érigée en système de gouvernement, la paupérisation croissante, le chômage, le délabrement des services publics notamment en matière de santé, le désespoir, l'émigration d'une partie de plus en plus grande de la population khmère en quête de travail, émigration qui est plus que contrebalancée démographiquement par une immigration vietnamienne massive qui est en passe de transformer le Cambodge en un nouveau Kampuchea Krom. II- Approuver et diffuser le mot d'ordre du PSR: "Rendre au peuple khmer les biens qui lui ont été volés". Le prochain gouvernement dirigé par le PSR annulera toutes les concessions foncières, forestières et minières qui ont été accordées par le gouvernement actuel au prix de spoliations et expulsions des propriétaires et occupants d'origine. Les biens de la nation seront rendus à la nation. Les terres, rizières, champs, forêts, montagnes, fleuves, rivières, lacs, étangs, zones de pêche, littoral et îles seront restitués à leurs authentiques propriétaires, c'est-à-dire le peuple khmer, ou seront gérés pour servir le bien public et les besoins de l'ensemble de la population. Les individus et sociétés privées qui s'emparent aujourd'hui par la force de terres et domaines appartenant à la population sont déclarés "ennemis du peuple khmer" et seront punis en conséquence. Le peuple khmer doit redevenir le seul propriétaire et le seul maître de la terre et des lieux. III- Soutenir l'appel du PSR aux investisseurs étrangers honnêtes à venir investir au Cambodge pour y construire des unités de transformation de matières premières qu'ils achèteront à nos paysans au lieu de venir s'emparer des terres et domaines dont dépend la vie de nos paysans. Les investisseurs dont le Cambodge a besoin ne se livrent pas à la spéculation foncière et au blanchiment d'argent. Ils se concentrent sur les unités de production qui transforment des matières premières, donnent des débouchés commerciaux à nos productions agricoles, forestières et piscicoles, et fournissent du travail à notre population. IV- Rejeter le type de développement fallacieux conçu par le gouvernement actuel qui est un faux développement se faisant contre le peuple et en faveur exclusivement d'un petit groupe d'exploiteurs. Le prochain gouvernement dirigé par le PSR réalisera un vrai développement qui se fera pour le peuple, protégera ses biens, servira ses intérêts et améliorera réellement ses conditions de vie. V- Dénoncer la démagogie du parti au pouvoir qui, d'une main, nous distribue des petits cadeaux occasionnellement pour acheter des bulletins de vote mais qui, de l'autre main, nous étrangle continuellement en volant nos terres, en déprimant les prix des produits agricoles et le revenu des paysans, en comprimant les salaires des ouvriers et fonctionnaires, en prélevant des impôts de plus en plus lourds, et en faisant monter sans cesse les prix des denrées essentielles sur les marchés. Ils nous volent par millions par le biais d'une corruption de prédation et nous rendent en centimes sous forme de cadeaux dérisoires. VI- Exiger une hausse immédiate et significative des salaires des ouvriers, employés et fonctionnaires pour leur assurer des conditions de vie décentes, ainsi que des mesures effectives pour faire baisser les prix des denrées essentielles sur les marchés par une diminution des taxes et la suppression des monopoles. VII- Approuver le plan d'action du PSR pour améliorer les conditions de vie de la population sur trois points essentiels: l'agriculture, l'emploi et la santé. Les mesures concrètes contenues dans ce plan permettront d'améliorer les revenus et les conditions de vie des paysans, de créer des emplois pour l'ensemble de la population, notamment les jeunes qui viennent d'entrer sur le marché du travail, et d'assurer l'accès aux soins médicaux modernes à l'ensemble de la population, notamment les plus pauvres. VIII- Soutenir les propositions de loi déposées par les Députés du PSR à l'Assemblée Nationale concernant: 1) L'établissement d'un salaire minimum pour toutes les professions dans tout le pays qui, devant être réajusté périodiquement en fonction de l'évolution des prix à la consommation, devrait s'établir actuellement à 400.000 Riels par mois. 2) L'établissement d'une charte des droits des locataires pour leur donner des garanties légales sur la stabilité de leur logement dans des conditions raisonnables et acceptables et leur assurer une indemnité équitable en cas d'éviction par le propriétaire ou l'autorité publique. 3) La mise en place d'une véritable décentralisation donnant des pouvoirs réels et un budget adéquat aux conseils communaux leur permettant de prendre et d'appliquer d'une manière démocratique des décisions touchant aux conditions de vie des habitants de leurs communes, comme celles portant sur les infrastructures locales, les services sociaux et la préservation de l'environnement. 4) La limitation dans le temps de la fonction de Premier Ministre à un seul mandat de 5 ans pour une seule et même personne. IX- Approuver la stratégie politique du PSR en trois volets visant à libérer le Cambodge de l'asservissement étranger, mettre fin à la dictature, balayer la corruption et assurer la justice sociale: 1) participation aux élections de 2012 et 2013 en luttant contre les irrégularités et les iniquités les plus criantes selon nos moyens; 2) soulèvement populaire à l'image du "printemps arabe" si ces élections demeurent fondamentalement truquées et trahissent encore une fois la volonté populaire; 3) déposition de plaintes pour crimes contre l'humanité, crimes de guerre et autres assassinats, à l'encontre de criminels au pouvoir au Cambodge, devant des juridictions indépendantes basées à l'étranger. X- Réclamer justice pour le Président Sam Rainsy qui n'a fait que défendre les rizières de paysans khmers vivant le long de la frontière avec le Vietnam. Ces rizières appartenant à des citoyens khmers font partie du territoire du Cambodge que le Vietnam continue à grignoter. Le procès intenté au Président Sam Rainsy ne représente donc pas un cas personnel mais reflète un problème national qui demande une solution politique. Il y a lieu de suivre en la matière les recommandations du Représentant des Nations Unies, de l'Union Interparlementaire, du Parlement Européen et des gouvernements de nombreux pays amis qui souhaitent le retour du Président Sam Rainsy qui doit pouvoir participer aux prochaines élections de 2012 et 2013. Sans la présence du leader du plus grand parti d'opposition, ces élections n'auraient pas de valeur et leur résultat ne serait pas reconnu par la communauté internationale, qui ne reconnaîtrait pas non plus tout gouvernement issu de telles élections sans valeur. XI- Appeler tous les citoyens à aller vérifier leur nom et s'inscrire sur les listes électorales avant le 15 octobre 2011 afin de pouvoir participer aux élections de 2012 et 2013 qui vont déterminer l'avenir de notre pays et le sort de chacun de nous ainsi que celui de nos enfants. XII- Demander à tous les pays signataires des Accords de Paris sur le Cambodge de 1991 de les appliquer réellement et pleinement à l'occasion du 20ème anniversaire de leur signature le 23 octobre prochain. Ces Accords garantissent pour le peuple khmer des droits et libertés fondamentaux ainsi qu'un système de démocratie libérale et pluraliste qui n'existent actuellement que sur le papier. Quant à l'intégrité territoriale du Cambodge également garantie par ces Accords, elle n'est pas respectée par la Thaïlande et le Vietnam, comme le montrent les récents incidents de frontière, à l'ouest comme à l'est, dont est victime la population khmère. Nous demandons à la communauté internationale de faire respecter l'intégrité territoriale du Cambodge selon les termes des Accords de Paris. _________________ | ||||||||||||||||||||||||||||||
