| No action on temple before [Thai] PM's visit Posted: 13 Sep 2011 03:11 PM PDT September 14, 2011 THE NATION A plan for troop withdrawal from the Preah Vihear temple would be discussed in the National Security Council (NSC) and the Cabinet soon - but not before the visit to Cambodia of Prime Minister Yingluck Shinawatra on Thursday, Foreign Minister Surapong Towichukchaikul said. In July, the International Court of Justice (ICJ) ordered Thailand and Cambodia to withdraw their military personnel from the court-determined demilitarised zone adjacent to the temple, pending interpretation of the 1962 judgement. Cambodia announced it would fully comply with the court order but only when Indonesia dispatched its observer team to assess the situation and monitor the troop withdrawal. Thailand, since the previous government under Abhisit Vejjajiva, has not made any decision on whether or how it would comply with the court's injunction. Prime Minister Yingluck briefed Indonesian President Susilo Bambang Yudhoyono during her visit to Jakarta on Monday that her government needed to be clear on the domestic legal process before making any decision on the matter, according to Surapong. It remained unclear whether the troop withdrawal in accordance with the ICJ ruling required the Parliament's approval. Yingluck will visit Cambodia on Thursday and the Preah Vihear issue will be among various topics to be discussed with Cambodian counterpart Hun Sen, a government official said. Thailand and Cambodia have been at loggerheads over the temple for a long time, but the recent conflict erupted when Cambodia managed to list the Preah Vihear as a world heritage site in 2008. The Preah Vihear, as ruled by the ICJ in 1962, is situated in territory under the sovereignty of Cambodia but Thailand argued its vicinity belongs to Thailand. Cambodia asked the court in April to clarify the 1962 judgement. The interpretation process is now going on. Tension between the two countries eased after the victory of the Pheu Thai party in the July election which brought Yingluck to office. The opposition Democrat Party yesterday demanded the government announce a clear stand over the border disputed area adjacent to the Preah Vihear, and in the Gulf of Thailand, before the visit to Cambodia of Prime Minister Yingluck. The Nation The Cambodian government is seeking a royal pardon for the two Thai activists arrested and detained for illegal entry and spying. A high-ranking source in the Cambodian government said Veera Somkwamkid and Ratri Pipattanaopaiboon should be released soon. Veera and Ratri, who are linked to the yellow-shirt People's Alliance for Democracy, were arrested at the Thai-Cambodian border early this year. It is believed that they will be released during Prime Minister Yingluck Shinawatra's visit to Cambodia tomorrow and are likely to return home as part of her entourage, the source said. The cost of 3 hours a week starting September 14,2011 is $200/hour or $600/week or $2400/month. A Business man in Chicago agreed to pay for the 1st month fee of $2400. This broadcasting to our homeland is vital to let all people who live in Cambodia to hear the truth of the problems we have in Cambodia. Since many Cambodians only hear the news from the CTN and the TV stations who only talked highly about the current government(besides Radio Sambok Khmum), it is time that they should know the real truth that we have heard from the Khmer Post Radio on the computers. In August, 2011, I and my husband went the do the networking for KUC in Long Beach, San Jose, Fresno, San Diego. We had a chance to visit twice Mr Sonnnara Meach, his wife and his 3 lovely daughters at their 2 bedrooms( 1 bedrom is occupied by a relative),1 bath rented house in Long Beach. Before the visit, we have heard rumors about Mr. Sovannara's possible income from Mr. Hun Sen, CIA or US government. I asked Mr Sovannara about the rumors which he denied all of them and that he said he has got some income from donations from the KPR listeners and the advertisement on Khmer Post newspapers and that all his trips were paid by the people who invited him to their function. We believe that Mr. Sovannara really needs the financial supports from all of us and Khmers around the world in order for him to continue to provide the free services in radio broadcasting and newpapers especially the satellite broadcasting. I realize that it has been a hard time for all of us due to the poor economy, the recession and for the expenses paid by some of KUC members who travelled to California conference in June and in August for the KUC networking especially for the future expense for attending the National Conference in Washington in the coming October 21 to 23,2011. But to assist the KPR broadcasting to Cambodia by AM radio is very urgent and very crucial for our people in Cambodia to know about all the problems in Cambodia and hopefully for Khmers inside and outside of Cambodia to work together to SAVE OUR MOTHERLAND FROM THE INVASION OF THE VIETNAMESES. Having said all the above, I pledge to all of you to reach deeper into your pockets, your heart or to skip your family lunch or dinner out once a month and to send that money( credit card is accepted) to KPR to support the expenses especially for the satellite Broadcasting either $5, $10, $20, $30....$50, $100 or more per month. | Introducing Johnny Yoeun of Chicago Posted: 13 Sep 2011 02:01 PM PDT  Johnny Yoeun is a longtime community organizer and activist in Chicago. He was involved with the Cambodian Association of Illinois (CAI) since age 12 and eventually was put in charge of a multicultural youth program. Yoeun is now director of Chicago APIA Hip Hop Summit, where he organizes related music and dance events: "I decided to start organizing in my community to bring more awareness to it and how art and music can be use as tools for change." Music has been an outlet for Yoeun throughout his life, whether a source of creative inspiration, an escape, or the means for identification and unity. Through his work, Yoeun is attentive to the cross-influence of musical culture between Cambodia and Khmer America; he notes that is was Khmer Americans and other overseas Cambodians such as praCh, Khmer Kid, and DJ Cream who sparked awareness of hip hop in Cambodia itself. In this way, he sees less of a disconnect between the two groups, especially with the advent of online networking. Yoeun did notice disparities between his behavior at home and in public while growing up, however. He was reflective about different norms in American and Cambodian culture, for example, in terms of showing respect to adults. But he has credited that difference for allowing him to realize that other perspectives are just as valid as one's own. Another gap he points out is the one between older and younger generations of Cambodians in the United States. While he definitely holds much respect for the elders, whom he feels has already done so much to serve the community, he asserts that "[w]hat might have worked for them, for their age group, may not work for this generation." "There is more to being Khmer American than being children of survivors of the genocide in Cambodia. This generation has a lot to offer," Yoeun said. Indeed, Khmerican can help prove those claims by capturing both the struggles and accomplishments of our community. But more than that, he wants Khmerican to have a strong presence offline as well, building direct relationships with people. There is room for strengthening the national and even international connections, he believes. According to the figure of the Council of the Development of Cambodia, during the first seven months of this year, the Council has approved British investment projects in Cambodia worth up to 2. 2 billion U.S. dollars. On the trade side, the two countries' trade volume was 247.2 million U.S. dollars in the first half of this year, 55 percent rise, compared to the same period last year, according to the figures from the British Embassy in Phnom Penh. "These increases reflect growing relations and cooperation between the two governments," he said during a meeting with the outgoing British Ambassador to Cambodia Andrew Stephen Mace. The minister continued to say that besides trade and investment, the UK has provided the total grant aid of about 290 million U.S. dollars to Cambodia from 1992 to 2011 for the development on health, good governance and human rights. Also, the Britain pledged another 20 million U.S. dollars in aid to Cambodia for 2012-2013 development plan. Speaking to about 4,000 graduating students yesterday at Phnom Penh's Diamond Island, the premier said that since 2008 some 10,000 soldiers had been unable to register because of armed conflict along the Cambodia-Thai border over the disputed Preah Vihear temple area. "I would like to appeal generally, it doesn't matter which political party you will vote for ... you have to register and check your name on the voter list," he said. The premier specifically urged military personnel and monks to register. Sam Rainsy Party lawmaker Son Chhay questioned how genuine the premier's public appeals were, which he said contradicted the Cambodian People's Party history of rigging votes by duplicating voter names or spelling them incorrectly. "We found improper registrations were the bad behaviour of the CPP local authorities; this continues to be a problem there has to be a mechanism to discipline people who are not respecting the process," he said. Son Chhay said when he checked his name on the electoral last Friday it was spelt wrong. It had the wrong birth date and the wrong address. In the voter registration process that is running from September 1 to October 15, the National Election Committee has reported that thus far 57,094 more citizens have registered in 1,543 communes, bringing the national total to 8,894,219.  | ||||||||||||

Meas Saneth, a program director of the rights group Coordination of Action Research on AIDs and Mobility, said the men had escaped after being trafficked in 2010. "They were deprived food. They did not eat enough. They could not endure it, especially as they did not get paid. They escaped and then they were caught by Indonesian authorities," he said. The men, 11 from Takeo province, one from Kampong Chhnang and one from Kampong Thom, had been detained by Indonesian authorities because they did not have passports, he said. Chiv Phally, deputy director and the Ministry of Interior's Anti-Human Trafficking and Juvenile protection department said the Ministry of Foreign Affairs, the Cambodian Embassy in Indonesia and rights groups were working to repatriate the men as soon as possible. "When they arrive, we will interview them to search for the brokers, it is difficult to contact the victims because there are many islands in Indonesia," he said The International Organisation for Migration and CARAM were helping to facilitate their return, he added. Chan Sareth, 42, a father of one of the victims, said he was eagerly awaiting his son's return. "We are poor. My son was cheated," he said. Research by the International Labour Organisation found that 20% of migrant workers in Thai fishing boats are trafficked, according to Lim Tith, national project coordinator at the United Nations Inter Agency Project on Human Trafficking in the Greater Mekong Sub-Region.  | ||||||||||||

The dual visits this week of Thailand's new prime minister, Yingluck Shinawatra, and her brother, Thaksin, who was ousted from that position in 2006, could create an amicable environment for talks on a range of issues, analysts said Tuesday. Yingluck, who was elected in July, is scheduled to arrive on Thursday, with Thaksin preparing for a weeklong trip starting Friday. Between the two, talks over an ongoing military border stand-off, on maritime petroleum resources and on the release of two jailed Thai activists could all take place, analysts said. Prime Minister Hun Sen said Monday he would not be holding political talks with Thaksin, a politically divisive figure who remains in exile from Thailand to avoid corruption charges there. However, his coming signals improved engagement with the new Thai government, which is led by his sister and former supporters. Official talks are scheduled between Hun Sen and Yingluck only. "First, I think talks will focus on reconciliation," said Pavin Chachavalpongpun, a policy and strategy analyst at the Institute of Southeast Asian Studies. Such talks would likely focus on reconciliation of the border dispute near Preah Vihear temple, which flared in July 2008 and has cost a number of lives on both sides in skirmishes over the years. "Second, the two sides could talk about shared development in the disputed maritime territories," he said. "However, Yingluck will have to make sure that this process is transparent and will not be for the benefit of anyone in particular." "Third, it could mean the release of two Thais jailed last year in Cambodia," he said, referring to the cases of Veera Somkwamkid and Ratree Pipattanapaiboon, activists of the Thailand Patriot Network, who were allegedly caught on the Cambodian side of the border and charged with spying. "I think this is a positive visit, and I believe that a positive outcome will come from these trips," he said. "I think this is a new beginning of Thailand and Cambodia's relationship." As for Thaksin's visit, he said, "We will never know what kind of discussions there may be." But he said Thaksin is fond of Cambodia, as it is close to his home, and that he may want to prove himself a "legitimate" leader for the Thais. "I think Thaksin chose the same week as his sister's visit to put himself in the limelight once again," he said. "On the positive side, it seems that bilateral ties between the two countries are on the mend." Chheang Vannarith, executive director of the Cambodian Institute for Cooperation and Peace, said the two visits will create a "multiplying effect." He too said top agenda items will be the border, maritime boundaries and the two jailed activists. A more peaceful border will mean the return of "trade, tourism and investment," he said. "This is a new page in Cambodian and Thai history." However, he warned caution in talks over oil in gas. "For Cambodia, we want an agreement, particularly in maritime issues, so that we can extract oil resources at the end of next year," he said.  | ||||||||||||
| Thaksin to visit Cambodia on Friday, says Cambodian PM Posted: 13 Sep 2011 09:32 AM PDT Bangkok (The Nation/ANN) - Former Thai prime minister Thaksin Shinawatra will visit Cambodia on Friday to attend a conference on the Asian economy - not to negotiate petroleum resources in the countries' overlapping claims area in the Gulf of Thailand as speculated, Cambodian Prime Minister Hun Sen said Monday. "Thaksin's visit to Cambodia was scheduled before the official visit of newly elected Thai Prime Minister Yingluck Shinawatra, who will visit Cambodia on (Thursday)," he said during a graduation ceremony of 4,100 students at the National University of Management in Phnom Penh. "But the visit of Thaksin on (Friday) until Sept 24 is to join the Asian Economic Future Conference, organised by the Royal Academy of Cambodia, not to talk with Cambodia on oil and gas issues," Hun Sen was quoted as saying by China's state-owned Xinhua news agency. "Thaksin has no duty to negotiate on oil and gas deals and other issues with Cambodia at all, as it is the duty of the Thai government, not Thaksin," Hun Sen said. Cambodia and Thailand entered into a memorandum of understanding regarding their overlapping maritime claims on the continental shelf in June 2001, setting out an agreed area to be delimited and an agreed joint development area, but the talks stalled during the administration of former Prime Minister Abhisit Vejjajiva. No agreement has been reached on an oil and gas deal between Cambodia and Thailand, Hun Sen said. Thai Deputy Prime Minister Yongyuth Wichaidit said in Parliament on Monday that for the sake of transparency, the government would bring the negotiating framework into the legislature for a reading before making any deal with Cambodia. Thaksin will give a lecture on Asian Economics on Saturday at the Peace Palace, Hun Sen said. "After that, I will officially greet him at the Peace Palace and we will talk about economic development," he said. He added that he would play golf with Thaksin on Sunday and that on Sept 24, Cambodian and Thai parliamentarians and high-ranking officials would play football together at Phnom Penh's Olympic Stadium. Thai Prime Minister Yingluck Shinawatra on Monday expressed gratitude to Indonesian President Susilo Bambang Yudhoyono over Indonesia's role in facilitating peace efforts between Thailand and Cambodia. THAILAND TO COOPERATE FULLY Thailand would fully cooperate with Indonesia, which is handling the matter for ASEAN, Yingluck said in a meeting with Yudhoyono in Jakarta. Indonesia was the second country the new PM paid an official visit to, to introduce herself to her ASEAN leaders. Her first port of call was Brunei on Saturday, and she will visit Cambodia on Thursday, then Laos on Friday. In a joint press statement in Jakarta, Yingluck and Yudhoyono said Thailand and Indonesia would boost cooperation in trade, energy and agriculture. Indonesia was interested in cooperation on the halal food industry, Yingluck said. Indonesian trade with Thailand rose by 34 per cent in 2010 to US$12 billion, Yudhoyono said. "We believe that there will still be new opportunities to boost trade cooperation," he said. Both sides also pledged to step up cooperation in tackling illegal fishing, combating transnational crime, and increasing the number of foreign tourist arrivals. Yudhoyono said Indonesia would beef up its role in settling the Thai-Cambodian border dispute. Indonesia supported the Thai prime minister's plan to visit Cambodia in coming days, he said. Indonesia, as the current chair of ASEAN, planned to dispatch a team of observers to assess the situation and monitor the withdrawal of troops in disputed border areas adjacent to Preah Vihear Temple. Thailand and Cambodia have been at loggerheads over the temple for a long time but the recent conflict erupted when Phnom Penh pushed for World Heritage listing for Preah Vihear in 2008, a move which Thailand opposed. The International Court of Justice (ICJ) ruled in 1962 that Preah Vihear was situated on Cambodian territory, but Thailand claims ownership of land adjacent to the temple. Cambodia asked the ICJ in April to interpret the scope and meaning of the 1962 judgement. The court is now in the process of interpreting the 49-year-old ruling. While waiting for this, the court issued a provisional order on July 18, instructing both countries to withdraw troops from a court determined demilitarised zone. But Thailand and Cambodia have yet to reached an agreement how to comply with the court's instruction.  | ||||||||||||

Shukaku snaps up titles in relocation site Tuesday, 13 September 2011 15:03 Khouth Sophak Chakrya The Phnom Penh Post More than 20 plots of land within a relocation site at the Boeung Kak area awarded as compensation to villagers set to be evicted have been granted to the same company that is displacing them, owned by ruling party Senator Lao Meng Khin. Authorities at the Srah Chak commune office revealed yesterday that the Senator's Shukaku Inc had been granted land titles for 21 plots in a 12.44 hectare area awarded for the on-site relocation of 794 families in a sub-decree signed by Prime Minister Hun Sen on August 11. But no land titles were issued yesterday to villagers affected by Shukaku's 114.41 hectare development project, stirring outrage amongst some 70 families who protested over the decision of authorities to cut them out of the on-site relocation deal. Heng Mom, 54, from village 22 of Daun Penh's Srak Chork commune, said the hypocrisy of awarding land titles to Shukaku within the on-site relocation area while excluding villagers was intolerable and corrupt. "Twenty-one papers for land titles only located in village 22 were issued to the Shukaku company owned by Lao Meng Khin and [his wife] Ching Sopheap, while 70 affected families including my own were brushed aside out of the land titling project," she said. The land titling process, which was overseen by the Urbanisation Committee and Daun Penh district authorities was "embedded with corruption", exploiting affected residents, she added. Villagers living on the 21 plots have previously said Shukaku effectively forced them to sell their land for US$8,490, an amount Phnom Penh City Hall ruled as one form of acceptable compensation before the on-site relocation offer was announced. Shukaku, they alleged, threatening them that if they did not take the money they would be evicted with nothing and then gave them contracts for sale of the land, not compensation. Representatives of Shukaku could not be reached for comment yesterday but Srah Chak deputy commune chief In Saphon said she regretted decisions to cut 70 families out of the on-site relocation area. "In fact, we, the subordinates of local authorities, wanted to issue land titles for each family but it is not our responsibility," she said, adding the final say lay with the municipality. She declined to explain why some 100 families had been cut out of the 12.44 hectare relocation area since the deal was made public on August 18, following a World Bank decision to suspend all funding for new projects in Cambodia until the dispute was adequately solved. Boeung Kak representative Tep Vanny said the process of granting land titles had lacked transparency ever since the relocation deal was made public last month.  | ||||||||||||

The land in Malai district's Tuol Pongro commune was demarcated in a sub-decree signed by Prime Minister Hun Sen last Friday, following a 2009 request by provincial authorities. Some 528 poor families had been living in the sanctuary without land titles since the 1970s but would now be given legal permission to reside there, Banteay Meanchey provincial office spokesman Ouk Keo Ratanak said. The families from four different communes in Malai district would be granted two hectares of land for farming each and incorporated into efforts to curb illegal logging. "Those who are living in Snuol on the boundary of Roneam Daun Sam wildlife sanctuary will become conservers and help to prevent [the degradation of] wildlife and the protected forest land from encroachment by wood traders," he said. Sum Chan Key, the local coordinator for rights group Adhoc, praised the decision. "It's a good idea to give the land to villagers so they will be able to live legally on it and hand it over to the next generation," he said.  | ||||||||||||
