CAMBODIA, PHNOM PENH, Sept 12, 2011- Former Thai PM Thaksin SHINAWATRA will be a speaker for economic forum​ for future of Asia in Cambodia and Dr. Thaksin will be in Cambodia on September 16, PM Hun Sen said on Friday.

Dr. Thaksin will also attend the conference of Asian political parties for centralism, which organized by royal academy of Cambodia," PM Hun Sen said during the graduation ceremony of a university in Phnom Penh.

"It also will have a ceremony of hand-over for medals for some figures in Asia including former president of Filipino parliament, and former Thai foreign minster Noppadon."

"Dr. Thaksin will be a trainer for football team of lawmakers of PHEU Thai party and I am a trainer for Cambodian football team in friendly football match between Member of Pheu Thai party and Cambodian government officials, PM Hun Sen said, adding Phnom Penh governor is a captain of Cambodian team.

"Dr. Thaksin will not talk with Cambodia on offshore oil and gas," PM Hun Sen.

PM Hun Sen blasted former Thai Abhisit who is linking Cambodia with Thai politics. "You must stop talking about Cambodia." You must consider about your Democrat party why lost hugely during the general election?

During administration of former Thai PMs, Dr THAksin and Samak, offshore oil and gas was talked "openly" but in Abhisit's administration was held "secret talks". But all times it has been never succeeded for the talks to share benefits.

Thailand Never Deports Two Cambodian women’s prisoners

CAMBODIA, PHNOM PENH, Sept 12, 2011- PM Hun Sen said on Monday that Thailand has never deported two Cambodian women who jailed in Thailand back to Cambodia to serve their jail term in the country.

"During former Thai PM Abhisit, Cambodia sent two Thai citizens who​ sentenced for the terrorism acts in Cambodia back to serve their jail term in Thailand but Abhisit administration had never sent two

Cambodian women's prisoners back as prisoner's exchange.  Abhisit administration broke the promise with Cambodian side," PM Hun Sen said during the graduation ceremony of a university in Phnom Penh.

Former Thai Deputy Prime Minister Suthep told me in June 2010 that it was a very complicated legal processing for two Cambodian women's prisoners who faced with a life in prison, he said, adding that but​ Thai side at that time requested to have the prisoner's exchange.

Thai Media, The nation reported on September 6 that The Ganthalak district court sentenced a Thai, a Cambodian and a Vietnamese to two years in jail each on charge of spying along the Thai-Cambodian border.

The three were identified as Thai national Suchart Muhammad, 32, Cambodian Ung Kimtai, 43, and Vietnamese Nguyen Teng-yang, 37. They were arrested on June 7 on the Ganthalak-Khao Phrawihan Road in Tambon Khao Phrawihan in Ganthalak district while driving a pick-up truck.

The court convicted them of spying on the locations of the military bases and bunkers of the civilians along the border. Weerawat Thongsut, the defence lawyer, said the three defendants will appeal against the ruling.

No sources could confirm about the talks about prisoners' exchange or not.

Economic forum on Siberian development opens in Russia's Irkutsk

IRKUTSK, Russia, Sept. 12 (Xinhua) -- The 7th Baikal Economic Forum, an annual international event devoted to economic development of the Far East, Siberia and Russia as a whole, opened in Irkutsk on Monday.

At the three-day event, participants from more than 20 countries will discuss issues related to energy cooperation, large investment projects, development of basic resources in the Siberian region, as well as construction of infrastructure and communication networks.

At the opening of the forum, Russian Prime Minister Vladimir Putin stressed the forum's role in helping promote Russian innovation and regional cooperation.

Shi Xiushi, chairman of the Financial and Economic Committee of China's National People's Congress, hailed the forum as an influential platform for promoting cooperation at both governmental and business levels.

The forum was first convened in 2000 under the auspices of Russia's Federation Council, the upper house of parliament.

This year's forum has drawn more than 1,000 participants. Delegations from Venezuela, Nicaragua, Colombia and Lithuania are attending the event for the first time, according to the official website of the forum.

Chinese delegates would discuss with their Russian counterparts mechanisms for supporting and financing investment projects in border areas.

Traditionally, the second day of the forum will be devoted to roundtable meetings and the signing of a series of treaties and agreements.

Vietnam stock market index ends higher

HANOI, Sept. 12 (Xinhua) -- Vietnam's stock market index, VN- Index, closed at 462.93 points on Monday, up 3.01 points, or 0.65 percent, against last Friday.

A total of 52.172 million shares worth 862.825 billion Vietnamese dong (VND) (41.42 million U.S. dollars) changed hands at the Ho Chi Minh City Stock Exchange. Prices of 143 stocks went up, 91 dropped while 66 remained unchanged.

HNX-Index, the index of Vietnam's Hanoi Stock Exchange, went up 1.75 points, or 2.28 percent, to 78.53 points.

Russian plane crash survivor dies in hospital

MOSCOW, Sept. 12 (Xinhua) -- Russian hockey player Alexander Galimov who had survived from last Wednesday's plane crash died on Monday in a Moscow hospital, bringing the death toll of the crash to 44.

"On Sept. 12, in the morning, despite continuing therapy using all possible contemporary treatment, Alexander Galimov died from severe burns in the burn center of the Vishnevsky Institute of Surgery," the hospital said in a statement.

Galimov, who had suffered burns to 80 percent of his body, was sent to Moscow Institute of Surgery last Thursday together with another survivor, a member of the crew, Alexander Sizov.

Last Wednesday's crash of a chartered Yak-42 plane killed nearly all people aboard, of whom, Lokomotiv hockey team players, coaches and team administrators made up 36, shocking the international hockey community.

TOKYO, Sept. 12 (Xinhua) -- Former chief Cabinet secretary Yukio Edano will become Japan's new industry minister, replacing Yoshio Hachiro, who resigned after making insensitive remarks over people affected by the Fukushima nuclear crisis, chief Cabinet secretary Osamu Fujimura announced Monday.

The appointment will be approved by Emperor Akihito later in the day.

Edano and his ministry faces the urgent need to tackle various issues, including bringing the Fukushima nuclear crisis under control and drafting compensation for those affected by the accident, as well as a review of the nation's energy policy.

Edano has been dealing with the nuclear crisis, triggered by the March 11 earthquake and tsunami, when he was chief Cabinet secretary in former prime minister Naoto Kan's government.

He frequently briefed the press on the latest development about the nuclear disaster  and was praised for his diligence after the March catastrophe.

"Edano should be the most appropriate person to fill the position given his experiences in dealing with the crisis," Mainichi Shimbun newspaper quoted a ruling Democratic Party of Japan (DPJ) official as saying.

Hachiro resigned Saturday, only eight days after he assumed the post. He was under fire after describing areas near the Fukushima No. 1 nuclear power plant as a "town of death" and joking about radiation leakage from the plant earlier in the presence of reporters.

Hachiro later apologized for the remarks and vowed to "work hard" as minister in charge of the country's economy, trade and industry. But the pressure for his exit has been mounting not only from the residents affected by the nuclear crisis but also from his DPJ colleagues and opposition parties.

Nuclear energy contributes 30 percent of Japan's total power output. Currently only 11 out of the 54 nuclear reactors are operating.

Death toll from Indonesia's fresh riot reaches 5

JAKARTA, Sept. 12 (Xinhua) -- Indonesia's Coordinating Minister for Politics, Legal and Security Affairs Djoko Suyanto said on Monday that the death toll from the fresh riots in Ambon, capital city of eastern Indonesian Maluku, has reached 5.

"I will not tell you from which group the victims were. But as of now, from the reports that I received the death toll has reached 5 people," Djoko told reporters in the presidential palace here.

Earlier reports said that the death toll from the sectarian riot in Ambon has hit 3 people.

Government has deployed at least 400 anti-riot police to the restive areas in Ambon on Monday.

About 24 people were reported suffered from major injuries and 65 others suffered from minor injuries during the riot. It also had forced more than a hundred people flee from their houses, local media reported.

Djoko said that the riot was incited by provoking test messages that circulated among the people living in Ambon following the death of a motorbike taxi driver on Saturday which the text said that he was beaten to death by people from certain religious group.

However, local Police learned that the death of the motorbike taxi driver was due to a traffic accident.

Ambon saw a sectarian violence in early 2000 that made thousands of people from Muslim and Christianity groups died.

4 killed, 5 missing as building collapses in Thailand's flood-hit Saraburi

BANGKOK, Sept. 12 (Xinhua) -- At least four were killed, five missing and one injured as a 3-storey commercial building collapsed Monday morning in central Saraburi province which has been battered by heavy rain for three consecutive days.

The building is at the hill foot and it collapsed as run-off from the hill washed away the soil.

Four people were confirmed dead and at least three bodies have been removed from the debris but at least six people were believed to be still trapped inside.

In a related development, according to the latest report issued by the Disaster Prevention and Mitigation Department, flood death toll has reached 80 while some 16 provinces are still facing flooding.

Three people killed in PKK attacks in southeastern Turkey

ANKARA, Sept. 12 (Xinhua) -- Three people were killed when members of the outlawed Kurdish Workers' Party (PKK) attacked on a gendarmerie post and a security department in southeastern Turkey, the semi-official Anatolia news agency reported on Monday.

Hakkari Governor Muammer Turker was quoted as saying that a group of PKK members staged the attacks on the two targets in Semdinli town of the province of Hakkari late Sunday night.

"Three people were killed in the attacks. The victims could not be identified yet. Ten people, including seven gendarmerie personnel, were injured," he said.

The governor added that a large-scale security operation was under way in the region to capture the PKK militants.

The PKK, which recently stepped up its attacks in the country's east and southeast, has killed more than 40 soldiers in the past few months.

Listed as a terrorist organization by Turkey, the United States and the European Union, the PKK took up arms in 1984 to create an ethnic homeland in southeastern Turkey. More than 40,000 people have been killed in conflicts involving the PKK during the past over two decades.

Vice premier urges intensified anti-drought efforts in SW China

GUIYANG, Sept. 12 (Xinhua) -- Vice Premier Hui Liangyu urged relevant authorities to step up efforts in combating drought and ensuring people's livelihoods in the southwestern regions of the country.

Hui made the remarks at an anti-drought meeting on Sunday in Guiyang, capital city of Guizhou Province.

A severe and persistent drought, which started in June, has left more than 12.6 million people short of drinking water and parched huge tracts of farmland in the country's southwestern regions.

The most pressing task is to ensure drinking water for residents in the drought-hit regions, Hui said, adding that efforts should also be taken to ensure agricultural production and prevent forest fire in these regions.

He warned that battling drought in the southwest will become more challenging with the rainy season being over.

Hui also urged local authorities and relevant agencies to increase anti-drought inputs, accelerate the construction of major irrigation projects and encourage technology popularity to improve the efficiency of water use.
