The government expressed disappointment yesterday with the World Bank's announcement that it had halted new country loans due to the ongoing land dispute at Boeung Kak lake in Phnom Penh and vowed to raise the issue with the bank's executive board.

"We are very dissatisfied with the World Bank's decision because we are partners on several projects," Phay Siphan, spokesman for the Council of Ministers, said yesterday, referring to the 21 projects the bank now funds in the country.

"Each programme is an agreement the two parties have made with each other. No one has a right to breach these contracts."

Annette Dixon, World Bank country director, said in a statement sent yesterday to The Post that the bank's last loan to Cambodia was in December 2010.

"Until an agreement is reached with the residents of Boeung Kak lake we do not expect to provide any new lending to Cambodia," she said.

Dixon said the World Bank would continue to work with the government to ensure that legal obligations concerning existing projects are met.

Three proposed projects, worth US$128 million, are still awaiting approval from the World Bank, according its website.

Phay Siphan said the government plans to address the issue with the World Bank's central management and executive board, but no timeline has been set for talks.

Rights groups and a spokeswoman for lakeside residents facing eviction lauded the World Bank's announcement yesterday, saying the freeze may push more organizations to discontinue aid until land disputes are resolved.

Land disputes at Boeung Kak Lake drew national attention in 2008 when construction for an upscale housing development flooded surrounding villages. More than 20,000 people in total face relocation according to rights groups.

Sia Phearum, secretariat of the Human Rights Task Force, called the World Bank decision a "good model" for other organizations that provide Cambodia with aid and cheap loans.

"The World Bank has found human rights violations here. So if others still support the county with aid, that means they are supporting human rights violations," Sia Phearum said.

"I think other aid agencies will do the same thing."

Representatives from the Embassy of Japan reportedly met with Phnom Penh municipal government officials yesterday to discuss the Boeung Kak lake debacle, a government source, who spoke on condition of anonymity, said. City Hall records show a representative from the Japanese Embassy was scheduled to meet with Governor Kep Chuktema yesterday at 2 pm, but Japanese Ambassador Masafumi Kuroki said the embassy had no scheduled meetings with the local government.

Tep Vanny, a representative for lakeside residents facing eviction, said villagers had heard about the meeting with the Japanese embassy and were pleased that Japan, a major aid contributor to the Kingdom, was engaging the government on the issue. Representatives from the community have petitioned – to no avail – for involvement from the Chinese embassy in the past.

Sia Phearum said that the Cambodian government, as a member of the UN, will eventually need to mend relations with the World Bank, and expressed hope that the discontinuation of new loans would bring about an agreement at the lakeside.

"This could change the directions of the talks in the future," he said.

Erdos Hong Jun Investment Company, a Chinese construction firm, holds a 51 percent stake in the Boeung Kak lake development, according to Chinese governmental documents obtained by The Post.

Shukaku Inc, a company tied to Senator Lao Meng Khin, reportedly made 49 percent of the investment.

In the first quarter of 2012, Erdos plans to break ground on some $2 billion in investments in the Kingdom. The company plans to build a power plant in Sihanoukville and an alumina mine in Mondulkiri province, according to the documents.

"The use of the skills acquired by graduate engineers in the labor market is still limited."
A growing group of young engineers say they are ready for the government to make use of their skills but are facing limited job prospects.

"The use of the skills acquired by graduate engineers in the labor market is still limited," said Chann Rithy, vice president of Techno Charity, a group of engineers, as a guest Monday on "Hello VOA."

Techno Charity has around 50 members who are graduates of the Institute of Technology of Cambodia. They volunteer to build wells and provide study materials to children in rural areas.

"The government has to consider that engineers need to employ the skills they've learned at school," Chann Rithy said. "So they need the right workplaces to use them properly."
 
Cambodia currently has about 20,000 engineers, he said, trained in areas like agricultural hydrology, irrigation, electronics and information technology. However, many of them are unable to apply their studies to work after graduation because there is nowhere for them to go.


"If the government has a policy to create more jobs by encouraging more investment and entrepreneurship, then more engineers must be needed to exploit their skills," he said.

The heyday for Cambodian engineers was in the 1960s, when engineers helped in the production of export products like machinery, rubber and glass, he said.

Channy Rithy said Cambodia must now learn to produce more goods, especially for the local market.

"The government has to consider what to import and what not to," he said, "so that we can increase our local production with the skill of engineers."

A chase ended when the driver of an SUV crashed into a fire hydrant near Belmont and Maple in Fresno.

The incident occurred around 6:30 a.m. Wednesday morning when ICE agents were chasing a 38-year-old Asian man wanted for deportation.

The crash caused flooding in the area until crews could get the water shut off.

The man was taken to the hospital with minor injuries and will be deported back to Cambodia.

Vietnamese and Cambodian naval forces will cooperate closely in all fields of mutual concern to promote the friendly and cooperative relations between the two countries' people.

This was affirmed at a meeting of the Vietnam Naval High Command's delegation led by Colonel Pham Van Hoanh, Deputy Chief of Staff of the Navy with the Royal Cambodian Navy led by Rear Admiral Mien Va on August 10, in the framework of the delegation's working visit to Cambodia from August 9-13.

Speaking at the meeting, Hoanh spoke highly of the Royal Cambodian Navy's coordination with the naval zone 5 of Vietnam in maintaining security and order in historical territorial waters between the two countries and promptly addressing sea-related issues to contribute to preserving regional peace and stability.


Mien Va highlighted the significance of cooperation between the two countries' naval forces at all levels in training and technological fields, which helped strengthen relations between the two countries' armies and people.

Both sides agreed that after six years of enforcing the joint patrol regulations and conducting 23 joint patrol missions, Vietnam and Cambodia have maintained security and order, exchanged information and promptly prevented illegal actions in historical waters between the two countries.

They also agreed that the Royal Cambodian Navy would draw up a plan for the 24th joint patrol.

Cambodian, Thai GBC Meeting To Be Held

PHNOM PENH, Aug 11 (Bernama) -- Cambodian Prime Minister Hun Sen said on Thursday the Cambodia-Thailand General Border Commission meeting can be held bilaterally, except the talks on the provisional demilitarized zone of about 17 kilometers surrounding the 11th century Preah Vihear temple, reports Xinhua news agency.

"The GBC meeting will be held between Cambodian and Thai defence ministers without the presence of Indonesia after the visit of the new Thai defence minister (Yutthasak Sasiprapa) to Cambodia," he said during a graduation ceremony of students at the Human Resources University.

"But when saying about the 17 kilometers of the provisional demilitarized area defined by the International Court of Justice (ICJ), it's necessary to have the presence of Indonesia," he said.

However, he added, "If the Indonesia, Asean chair, has not attended the meeting, Cambodia and Thailand have to report her and the International Court of Justice about the results of the meeting."

"And when Cambodia and Thailand agree to withdraw troops from the area of 17 kilometers, there must be the presence of Indonesia too," he said.


Hun Sen said Cambodia and Thailand have to re-build confidence between each other to bring peace along the border and to bring the border situation to normalcy.

"The new era of cooperation between Cambodia and Thai government led by Pheu Thai Party has begun," he said. "In last few years, border conflict between the two countries can be considered as the nightmare, now it is over," he said.

The border tension between the two countries has been eased since the former Thai Prime Minister Thaksin Shinawatra's Pheu Thai Party won a landslide victory in the July 3's general elections, said the premier.

Cambodia and Thailand have had sporadic border conflict over territorial dispute near the Preah Vihear temple since the UNESCO listed the 11th century Preah Vihear temple as a World Heritage Site on July 7, 2008.

Almost 30,000 hectares of a wildlife sanctuary in Oddar Meanchey, Siem Reap and Preah Vihear provinces have been reclassified as state private land for agricultural development, drawing sharp criticism from rights groups.

Four sub-decrees signed by Prime Minister Hun Sen on July 22 reclassify land in the Kulen Promptep sanctuary, paving the way for its development.

They cover 12,820 hectares in Preah Vihear and Siem Reap provinces and 15,450 hectares in Oddar Meanchey's Anlong Veng district.

Thuk Kreun Vutha, secretary of state at the Ministry of Environment, said the government had conducted environmental impact assessments and deemed wildlife would not be affected.

"Now, this wildlife sanctuary has no more wildlife. It is eroded land," he said.


But Wutty Chut, director of the Natural Resource Protect-ion Group, said that although Ministry of Environment off-icials had failed to curb illegal poaching and logging in the sanctuary, the area still contained areas of healthy forest and diverse species that were protected by law.

Businessmen developing agriculture in other forest areas reclassified recently, such as the Phnom Oral wildlife sanctuary, had planted token crops to conceal their real activity, which was logging , he said.

"In the government, they do focus on land concessions; they increased them last month and this month. It's very strange," Wutty Chut said.

During the past year, land concessions amounting to tens of thousands of hectares have been granted to companies.

Concessions signed by Hun Sen in February and April gave more than 55,000 hectares of national park to private companies under 99-year leases for agricultural development.

Ouch Leng, head of the land programme at rights group Adhoc, said villagers in protected areas that were sold to companies rarely received adequate compensation.

"We don't understand government policy. Why does it give land to private firms, but not consider the impact on people?

PART I
Article 39

States Parties shall take all appropriate measures to promote physical and psychological recovery and social reintegration of a child victim of: any form of neglect, exploitation, or abuse; torture or any other form of cruel, inhuman or degrading treatment or punishment; or armed conflicts. Such recovery and reintegration shall take place in an environment which fosters the health, self-respect and dignity of the child.
