CAMBODIA, PHNOM PENH, Oct 03, 2011-A female student of the Royal University of Law and Economy in Phnom Penh on Monday was killed by her boyfriend and no clear report of the murdering.

Hay Srey Touch, 23, and her boyfriend at 2PM went to bed at Hang Meas Guest House in Mean Chey district of Phnom Penh , witness and sources  said, adding that but a few hours later , her boyfriend went out the guest house alone but nobody at the scene are impressive on him . At about 6 PM, the cleaner of the guest house knocked the room's door to clean but nobody opened it.

After the cleaner unlocked the room as the victim was in blood pool with naked body and her throat was nearly cut off. Witnesses and Police said:  the murdering could be a revenge or robbery case for property because many collateral letters of her property were found near hers. The victims lived in Sen Sok district of Phnom Penh and she was in year 2 student of the university.

A mother of three- month baby killed inside hospital complex in Phnom Penh

CAMBODIA, PHNOM PENH, Oct 03, 2011-A Cambodian woman of three- month baby was killed on Monday morning inside the hospital complex at Chamkar dorng commune of dorng Kor district in Phnom Penh while she was taken her baby to inject the vaccination.

That woman just delivered the baby for three months. Victims's mother said:  My daughter's husband is a Cambodian- New Zealander. "She was shot three times on body and died instantly, police and witnesses, mother said. At 10 am, the victim took her baby for injecting the vaccination and the gunman followed her.

Bun Samath. Police chief of Dorng kor district said: the first step we concluded it is in "triangle love affairs" because the victim's mother told us that her daughter was married to a Cambodian- New Zealander for over two years, and recently her husband's ex-wife knew love affairs.

Ex-wife is a suspect of the killing. Perhaps ex-wife hired a gunman to shoot her daughter, "victims' mother concluded. "No property was taken. The gunman drove away with empty hand and he drove a C- 125 Dream motorbike," victim's mother added.

Doctor said: before shooting, the gunman came here and sat down quietly, while the victim opened her car's door to ignite to drive back home. The gunman shot her three times but two bullets shot her on head and shoulder. She died immediately.

This is the second shooting in Dorng kor district while the first one is the money robbery which found in camera security of neighboring house and found all activities of robbers who shot a lady to take money. Finally, the master of murderers jailed now. The Murderer is the former police officer in Daun Penh district of Phnom Penh.

Cambodia Delays Property Tax Collection

CAMBODIA, PHNOM PENH, Oct 03, 2011-Ministry of Economy and Finance of Cambodia has delayed the property tax payment for 2011 until November this year, citing the procedures of tax payment to understand clearly, a notification from ministry said.

The tax collection plans to implement late September but the civil society said the tax scheme system is so complicated and new thing for local people. The date for tax payment plans to start from September 30 but it is a long holiday in the country and the account system and form of the property tax  need the local people to understand clearly. "Ministry urged the local residents to pay tax to strengthen ability of sub national level and development of sub- nation."

Son Chey, a senior official for social network for Asia pacific transparency said:  the obstacle for tax payment will occur for first year because the legal procedure is complicated for people, and information of property price valued in what way."

However, some people went to pay tax. He blamed the ability of local authorities. The money from property tax payment will go to support the sub national level and development of local levels.

3rd World Ecotourism Conference held in Cambodia

PREAH SIHANOUK, Cambodia, Oct. 3 (Xinhua) -- Cambodia on Monday hosted the 3rd World Ecotourism Conference, aimed at developing Asia Pacific region as a leading ecotourism destination.

The three-day conference, under the theme "Charting the Future of Ecotourism in Asia: Asia will dominate global tourism in future, " attracts some 300 governmental officials, tourism ministers, deputy ministers, ecotourism specialists, businessmen, representatives from national and international ecotourism associations and communities from 23 countries, mostly in Asia Pacific region.

"The conference will be a good opportunity to establish and boost relationship and cooperation on the development of ecotourism in the region in a sustainable and responsible manner," said Cambodian Minister of Tourism Thong Khon at the opening ceremony.

"Also, it's time to exchange the best experience and practice related to the ecotourism development in order to ensure the effectiveness and sustainability of natural and environmental conservation."

"In the future, we want to make the Asia Pacific become a leading attraction for the development and investment in ecotourism," he added.

The minister said that at the end of the conference, there would be "Sihanoukville Declaration on Multilateral Cooperation for Ecotourism Development."

The declaration would be submitted to the United Nations World Tourism Organization for the final approval.

"The declaration would be a roadmap for the ecotourism development in a sustainable and responsible manner in the whole Asia, particularly in Cambodia," he said.

During the conference, there was also ecotourism exhibition with the participation of ecotourism communities and private investors in ecotourism with 23 booths.

Preah Sihanouk is a coastal province in southwestern Cambodia. It's the country's third most popular tourism destination after Siem Reap's Angkor Wat temples and Phnom Penh.

Cambodia suffers worse from climate change: deputy PM

PHNOM PENH, Oct. 3 (Xinhua) -- Cambodia's Deputy Prime Minister Yim Chhay Ly said Monday the country has been suffering more serious from global climate change in recent years, referring to the floods that has hit the country since August and killed at least 150 people so far.

"We are in poor country, we don't have enough sophisticated equipment and techniques to respond to that irregular phenomenon, so we are easily vulnerable to the impacts of climate change," he said during opening the 2nd National Forum on Climate Change, which was attended by some 500 government officials, development partners, academia, private sector and civil  society.

Climate change has been seriously impacted economic and social development and environmental protection, he said.

Yim Chhay Ly said the Mekong River and flash floods hitting Cambodia since August have cost Cambodia millions of U.S. dollars and needed years to rehabilitate.

"It cost human lives, destroy agricultural crops, infrastructure, homes, schools and so on," he said. "It has been slowing down  Cambodia's efforts in developing the nation."

Cambodia has been suffering the worst from the Mekong River and flash floods in the last decade. Since early August to date, the floods had killed at least 150 people, submerged 130,220 homes with affected 173,063 families, and affected over 270,000  hectares of rice paddies, according to the reports of the National Committee for Disaster Management.

The floods also affected more than 100 kilometers of national roads and up to 1,800 kilometers of gravel roads, it said.

Meanwhile, Yim Chhay Ly called on foreign donors and development partners to accelerate their supports to Cambodia during the flood period and post-flood rehabilitation period.

Farmers threaten to stall building projects near Indian capital

NEW DELHI, Oct. 3 (Xinhua) -- Farmers of around 54 villages in a suburban area of the Indian capital have threatened to stall the projects of builders to protests against the alleged inaction of Noida Authority in meeting their demands over land takeover, local media reported Monday.

The farmers announced on Sunday their plan to stall all building projects in sectors 74-79 and 112-121 of Noida in Uttar Pradesh, which is a booming residential and business urban spreading area outside the Indian capital, said Indo-Asian News Service.

The farmers also said they would start an indefinite strike from Monday to protest the failure of authorities and developers to meet their promise of compensations for the land taken away for building projects.

The farmers claimed that their lands were taken over by the authority at a price of two to three rupees (0.04 to 0.06 U.S. dollar) per square yard and were not provided any rehabilitation.

The authorities and developers have agreed to return 850 acres of land that was under their possession to farmers. The authority had promised to build a cement road and a marriage community center for the villages, but no work has been done so far, according to the farmers.

Indian army recruits first woman combat soldier

NEW DELHI, Oct. 3 (Xinhua) -- The Indian army has its first woman combat soldier with 35-year-old Sapper Shanti Tigga joining the 969 Railway Engineer Regiment of the Territorial Army, reported the Press Trust of India Monday.

Women are allowed to join the armed forces only as officers in the non-combat units, but Tigga, a mother of two, has earned the distinction of being the first lady soldier in the 1.3 million strong defense forces, said the report quoting a senior army officer as saying.

Tigga performed exceedingly well in all the physical tests and took five seconds less than her male counterparts to complete 1.5- km run. She completed the 50 meter run in 12 seconds which is rated as excellent.

Employed with the railways as points-man posted in West Bengal, Tigga volunteered for the Territorial Army (TA)last year.

"I joined railways in 2005 on compensatory ground after my husband passed away. Last year, I learnt about TA railways and I volunteered for it," Tigga was quoted as saying.

12 killed in drug-related violence in two Mexican tourist sites

Mexico City, Oct. 2 (Xinhua) -- Twelve people have been killed in two of Mexico's tourist resorts in two states that have long been plagued by drug-related violence, authorities said Sunday.

In Mazatlan, gunmen opened fire from a vehicle outside a liquor store, killing three men and two women.

The drive-by shooting happened in the Sinaloa state, home to Mexican drug lord Joaquin "El Chapo" Guzman's Sinaloa cartel, whose reach has extended down to Central America.

The other violent incidence took place in the southwestern state of Guerrero where seven bodies riddled with bullets were found in the beach resort of Zihuatanejo, local police said.

A branch of the La Familia criminal group was suspected to be behind the killings as threatening notes bearing the group's seal had been found at the scene, police said.

More than 41,000 people have been killed across Mexico since the federal government launched in 2006 a crackdown against drug cartels, according to official data.

Vietnamese lawmakers prepare for NA's 2nd session

HANOI, Oct. 3 (Xinhua) -- The Standing Committee of Vietnamese 13th National Assembly (NA) held its third meeting here on Monday, which was chaired by NA Chairman Nguyen Sinh Hung, reported Vietnam News Agency.

Deputies to the meeting, scheduled to last through October 5, and be continued on October 11-14, would hear reports of activities in 2011 by some agencies, and implementations of projects and plans approved by the NA.

They also discuss about preparations for the NA's second session to be held in October, where four out of ten draft laws are expected to be approved by the NA, including the Law on Measurements, Law on Complaints, Law on Denouncement, and Maritime Law.

3 killed in communal violence in northern India

NEW DELHI, Oct. 3 (Xinhua) -- At least three people were killed and 30 injured, including 10 policemen and senior administrative officials, in communal clashes in the northern Indian state of Uttarakhand on Sunday, reported local daily The Times of India on Monday.

The report quoted Uttarakhand police chief J. S. Pandey as saying in Dehradun, the state capital, that violence broke out Sunday morning after a copy of the Koran wrapped in an unclean cloth was found on the premises of a Hindu temple at Udham Singh Nagar city.

Muslims took to the streets and threw stones at Hindus living near the temple, while the Hindus retaliated resulting in clashes, said the report.

So far, 25 people have been arrested and a curfew was imposed by police in the riot-affected district.
