Crisis management cannot help ConocoPhillips: People's Daily

Posted: 05 Sep 2011 01:18 AM PDT

BEIJING, Sept. 5 (Xinhua) -- If it lacks the least bit of social integrity and a responsible attitude towards the environment, so-called "crisis management" skills not only cannot help ConocoPhillips China, but may make it "go for wool and come home shorn," said a People's Daily article published Monday.

"Time after time, delays, negligence, cover-ups and cheating, ConocoPhillips China's oil field operation was finally stopped by China's maritime authority," said the article on the flagship newspaper of the Communist Party of China.

ConocoPhillips China (COPC), a wholly-owned subsidiary of the Houston-headquartered ConocoPhillips (NYSE: COP), has complied with a suspension order, said a statement on the company's website.

The suspension order issued by the State Oceanic Administration (SOA) came last Friday after COPC failed to meet the SOA's requirements for finding potential oil spill sources and sealing existing oil leaks before an Aug. 31 deadline.

As the operator of the leaking Penglai 19-3 oil field in north China's Bohai Bay, COPC has been blamed for incidents that occurred on June 4 and June 17, respectively, and resulted in the release of approximately 700 barrels of oil into Bohai Bay and 2,500 barrels of mineral oil-based drilling mud onto the seabed.

However, on Aug. 31 the company submitted a report to the SOA claiming that all oil spills had been cleaned up.

Moreover, public condemnation grew stronger after a China Central Television (CCTV) report revealed on Friday that, during a conversation between a CCTV reporter and an anonymous COPC employee, someone told the reporter via the ship's intercom system that the company intentionally set out to deceive Chinese authorities when it announced that it had met the SOA's requirements. The company has since denied this charge.

"There is a sharp contrast between the company's sensitivity regarding its image and its inadvertence towards China's oceanic environment," said the article.

The article stated that, using modern detection analysis techniques, it would be easy to judge whether the voice from the intercom belongs to a company employee, but "isn't it too serious for the company to fuss about such details, instead of addressing the problem that has lasted for three months?"

However, COPC used its crisis management skills quite well -- covering up the incident for as long as possible, lied in July by saying that the spills had been "basically cleaned up," and, on the day of the clean-up deadline, claimed that all leaks had been "thoroughly blocked," the newspaper said.

After the lie was exposed, COPC said that the delay was caused by "unsound weather conditions," it said.

According to the SOA investigation, the oil spill was an "inferior mistake" caused by substandard operations.

The oil spills have spread to beaches in Hebei and Liaoning provinces. The spills have also been blamed for losses in the provinces' tourism and aquatic farming industries.

"In the face of spreading oceanic pollution and fishermen's losses, it is both a legal and just requirement for the company to shoulder responsibility, regardless of its wealth value and crisis management skills," it said.

Powerful typhoon leaves 27 dead, 51 missing in Japan: Kyodo

Posted: 05 Sep 2011 01:17 AM PDT

TOKYO, Sept. 5 (Xinhua) -- A powerful typhoon that hit western Japan on Sunday has killed 27 people and left 51 missing, making it the heaviest typhoon toll in the country in about seven years, Kyodo News reported Monday.

Police, firefighters and the Self-Defense Forces resumed searching for the missing Monday in Nara and Wakayama prefectures and found the body of Danzo Mori, an 82-year-old man who went missing in the village of Totsukawa in Nara.

The number of victims from Typhoon Talas could grow over a wide area including the Kii Peninsula, south of Osaka, as flooded rivers, damaged roads and mudslides have hampered relief work, Kyodo News quoted rescuers as saying.

The extent of the latest damage represents the worst since Typhoon Tokage left a total of 98 people dead or missing in October 2004.

On Monday morning, the typhoon moved north along the Sea of Japan, triggering heavy rain in central Japan's Tokai region. The Japan Meteorological Agency warned that the Kinki region in western Japan and eastern Japan areas could still suffer damage from landslides.

Cambodia makes 7th troop withdraw from border with Thailand

Posted: 04 Sep 2011 11:38 PM PDT

PREAH VIHEAR, Cambodia, Sept. 5 (Xinhua) -- Cambodia on Monday pulled out another 500 troops from the border area with Thailand, marking the seventh of such withdrawals since the two neighboring countries' military tension began to ease in July.

The troops in the Battalion No. 408 stationed along Cambodian and Thai border, some 32 kilometers west of the 11th-century Preah Vihear temple, moved back to their barracks in Siem Reap province.

The troop pullback ceremony was held on Monday with the participation of Gen. Kun Kim, deputy commander-in-chief of the Royal Cambodian Armed Force, and Gen. Chea Dara, deputy commander-in-chief of Royal Cambodian Armed Forces for Preah Vihear Direction.

Kun Kim reiterated that the pullout was made at the behest of Prime Minister Hun Sen, adding the withdrawals have been made only outside the provisional demilitarized zone (PDZ) defined by the International Court of Justice.

"The pullout from the PDZ of about 17 kilometers surrounding the Preah Vihear temple must be done simultaneously with Thai troops," he said.

On July 18, the International Court of Justice ordered Cambodia and Thailand to immediately withdraw their military personnel from the provisional demilitarized zone on the disputed border near Preah Vihear temple and allow ASEAN observers access to the provisional demilitarized zone to monitor ceasefire.

The conflict between Cambodia and Thailand broke out just a week after the Preah Vihear temple was listed as World Heritage Site on July 7, 2008.

Thailand claims the ownership of 4.6 sq km of scrub next to the temple.

However, the military tension has eased since former Thai Prime Minister Thaksin Shinawatra's Pheu Thai Party won a landslide victory in July's general election.

Tens of thousands visit Borobudur Temple park during Eid-el-Fitr festival

Posted: 04 Sep 2011 08:32 PM PDT

MAGELANG, Indonesia, Sept. 5 (Xinhua) -- Thousands of Indonesians have visited the Borobudur Temple park during Islamic festival of Eid-el-Fitr.

The number of visitors peaked the second day after Eid-el-Fitr and it is predicted that 40,000 people have flocked to the Buddhist temple located in Magelang regency of Central Java province.

"During the second day of Eid-el-Fitr, about 34,000 people visited this temple and we expect 40,000 visitors two days after Eid-el-Fitr," Irfan, a field official of the Tourism Area of Borobudur Temple, told Xinhua.

However, visitors are disappointed as they are not allowed to see the main statues on the top of the temple, which is under reparation.

Another official, Faizal, said that the reparation work started following the eruption of the country's most active volcano Mount Merapi last year.

"Ashes resulted from the eruption damage the temple's stones. The worst affected area is the top as the ashes caused holes on the floor. When it rains, water seeps through the floor holes and there is no drainage system," said Faizal.

He added that the reparation work, directly monitored by the UNESCO, is expected to be finished by November this year.

Faizal said that during Eid-el-Fitr holidays, there are not too many foreign tourists.

"They are advised by their travel agents not to come here during Eid-el-Fitr as there are too many people visiting this tourism object," he said.

According to him, many foreign tourists visit Borobudur during fasting month of Ramadhan where there are not many local tourists.
