Cambodia needs Indonesian Observers As ICJ’s ruling: Defense Minister said

CAMBODIA, PHNOM PENH, August 17, 2011-Cambodian Defense Minister Tea Banh said on Wednesday that the country needs Indonesian observers as ICJ's ruling (on 18 July) about areas surrounding the temple of Preah Vihear. Cambodian defense minister made announcement after Thai side said both sides did not need the Indonesian observers.

" it is clear that Indonesian observers need to have presence at the area of the temple because the ICJ's ruling is very special and both sides need to implement that order," the Cambodian Defense Minister s told reporters after the seminar of cluster bombs at the ministry.

"I think the Thai media painted the issues about not having the presence of Indonesian observers at areas near the temple and the reality is not like. We all have already known that the ICJ 's ruling made clear the presence of Indonesia observes," Tea Banh added.

"Indonesian observers granted the rights from UN security Council and the ICJ court.  The provisional demilitarized zone needs the Indonesian Observers even both side has eased the tension." Tea Banh stresses.

Indonesia as ASEAN Chair will deploy its observers at the area surrounding 900 year old temple.ICJ's ruling over 17 square km which contains over 14 square km in Cambodian side.  both sides are trying to withdraw troops from the area.

Cambodian and Thai side will resume bilateral talks on border issues to strengthen cooperation late this month. Bilateral talks will focus on at other areas except the area of temple of Preah Vihear needs Indonesian observers.

Thai troops invaded Cambodian territory near the temple on July 15 2008 after Cambodia enlisted the temple as world heritage site on July 7, 2008. The exchange of fighting  led dozen of soldiers from both sides and thousands of local people from both sides fled home and the deadly fighting occurred subsequently since then but after Thailand has the newly –appointed government led by PM Yingluck Shinawatra, the border issues has eased its tension.

Cambodia’s export of garment and textile product values to $3 billion for seventh months of 2011

CAMBODIA, PHNOM PENH, August 17, 2011-Cambodia's exporting of garment and textile product to international markets increased to 20 per cent for seventh month of 2011, report from garment factories said on Wednesday.

Mr. Van Sou Eng, head of garment manufacturers association in Cambodia: "garment and textile product's exporting increased to 20 per cent if comparing to last year and totally the country earned about $3 billion for seven months of this year. "And at the same time, importing of raw materials is worth about $700 million," He said. Cambodia mostly imported raw materials for garment and textile products from China, South Korea, and Taiwan.  Moreover, the country has over 300,000 garment workers who mostly are women from rural areas and their income has helped contribute to improving their families.

According to report from garment manufacturers association, Cambodia imported the raw material product for garment with an increase of 4 per cent for six months of this year if comparing to the same period with last year. Last year, Cambodia earned 1.858 million from garment and textile product's exports.

Cambodia plans to organize the garment and textile fair on 25 August at Koh Pich center.

Six dead, three seriously injured after highway accident in NW China

URUMQI, Aug. 17 (Xinhua) -- Six people died and three others were seriously injured after a rear-end collision Wednesday on a highway in northwest China's Xinjiang Uygur Autonomous Region, said local authorities.

The accident happened at 3:48 a.m. when a bus rammed into a coal-loaded truck that stalled on a section of the National Highway 216 in Fuyun County in Altay Prefecture, said a spokesman with the regional work safety bureau.

The victims were on the bus, which carried 42 people and was heading for Altay from the regional capital of Urumqi, said the spokesman, adding that the injured were under treatment in two local hospitals.

The identification of victims and the cause of the accident are under investigation.

Cambodia hosts first int'l conference on Cambodia-Sino relations in old eras

PHNOM PENH, Aug. 17 (Xinhua) -- The first international conference on Cambodia-China relations during Chen-la and Angkorian periods was held here on Wednesday, to promote long standing historical and cultural ties between the two countries that have created since the old ages.

Khlot Thyda, President of the Royal Academy of Cambodia, said the one-day conference was to promote philosophy, cultures and Cambodian and Chinese relations in the two eras.

"Cambodia and China have a very long time good relation -- it had started since the first century and it had been begun to flourish in the 13th century and continue to much better today," she said, adding"I hope that the conference will help next generations to learn about good contacts between Cambodia-Sino in the old ages in order to build a very closer and friendlier relation on all sectors."

Chinese Ambassador to Cambodia Pan Guangxue said: "the conference will help to boost more understanding about friendship relations, culture and civilization between the two countries in the old time."

The Chen-la period started from the 6th century to 8th century and the Angkorian period lasted from the early ninth century to the early fifteenth century.

The conference was organized by Confucius Institute at the Royal Academy of Cambodia. The Confucius Institute's director Chea Monyrithy said the conference was attended by 150 participants from various ministries in Cambodia. Seven historian-speakers including 3 Chinese presented the glorious relations between Cambodia and China during the Chen-la and Angkorian eras.

Meanwhile, the Confucius Institute also inaugurated the Center for Cambodia's Historic and Cultural Research. The Center will build a long live relation between Cambodia and China on history, culture, language, and civilization, said Monyrithy. 

Libya gov't forces in full control of key oil towns: spokesman

TRIPOLI, Aug. 16 (Xinhua) -- Brega and Zawiyah, Libya's two oil-rich towns, are still in the complete control of Libyan government forces, said government spokesman Moussa Ibrahim on Tuesday.

He denied that rebels had taken the two key oil towns, adding that government troops are deadlocked in a tug of war with rebel forces in many other cites.

The spokesman admitted that rebel fighters had driven into parts of Sabratha and Salman, two cities some 60 km west of Tripoli. But he said government forces are still controlling key areas of Misrata.

He added that the two sides had fought a fierce battle over the past few days in Gharyan, a city located on the key traffic artery linking Tripoli and the Nafusa mountains.

Rebel forces have recently been committed to capturing some of the key townships in the nation's west and south territories to cut off supplies from these two directions into the capital.

Colonel Roland Lavoie, a NATO military spokesman, said on Tuesday that the rebels had made some advances that are "the most significant anti-Gaddafi territorial gain" in months.

However, situations on the ground still remained "very dynamic," he added.

Mansur Saif al-Nasr, the rebel National Transitional Council's envoy to Paris, said Tuesday that their victory is near.

"We are entering a decisive phase. We hope to celebrate the final victory at the same time as the end of (the Muslim holy month of) Ramadan" at the end of August, he said. 

Urgent action needed to avoid extinction of Cambodia's Mekong dolphins: WWF

PHNOM PENH, Aug. 17 -- The critically endangered Irrawaddy dolphin population in the Mekong River numbers just 85, World Wildlife Fund (WWF) new research revealed on Wednesday.

Calf survival was found to be very low, leading researchers to conclude that the small population is declining and at high risk of extinction, said the Fund's statement sent to Xinhua News Agency on Wednesday.

According to Li Lifeng, Director of WWF's Freshwater Program, the research is based on photographic identification of dolphins through individually unique features of their dorsal fins. "Most of the dolphins can be identified, and we use that information to estimate the population size," he said.

Although this population estimate is slightly higher than the previous estimate, the researchers were quick to note that the population had not increased over the last few years.

"With a larger dataset and recent analytical advances, previously unidentifiable dolphins which had few marks on their dorsal fins have been included," he added.

However, surveys conducted from 2007 to 2010 show the population slowly declining.

"Evidence is strong that very few young animals survive to adulthood, as older dolphins die off and are not replaced," he explained.

"Pressures of gill net entanglement and high calf mortality we are really worried for the future of dolphins," Li said.

However, Touch Seang Tana, chairman of Cambodia's Commission for Conversation and Development of the Mekong River Dolphins Eco- tourism Zone, rejected the WWF's finding, saying that last year, 4 dolphins were killed by fishing nets, but up to 7 newborn dolphin babies were found.

He estimated that the total population of Mekong dolphins in the north-eastern provinces of Kratie and Stung Treng is between 155 and 177 now, up from just 100 in 2006.

The Mekong River Irrawaddy dolphin has been listed as critically endangered on the World Conservation Union Red List of Threatened Species since 2004. (Xinhua)

Border row hampers Cambodian, Thai trade growth in first half

PHNOM PENH, Aug. 16 (Xinhua) -- The bilateral trade volume between Cambodia and Thailand has seen a 1.4 percent rise in the first half of this year; it's the first-ever lowest growth between the two neighboring countries' trade due to armed clashes over the border dispute in February and in April.

However, officials hope that the two neighbors' trade ties will be restored under the new Thai government led by Pheu Thai Party.

From January to June this year, the bilateral trade was 1.43 billion U.S. dollars, 1.4 percent increase from 1.41 billion U.S. dollars at the same period last year, according to the statistics provided by Thai Embassy in Phnom Penh on Tuesday.

Cambodia's export to Thailand was 98 million U.S. dollars, 18 percent drop from 119 million U.S. dollars at the same period last year, while Thailand's export to Cambodia mounted to 1.33 billion U.S. dollars, 3 percent rise from 1.29 billion U.S. dollars.

Jiranan Wongmongkol, director of the Thai embassy's Foreign Trade Promotion Office in Phnom Penh, attributed the slight growth to the border clashes in February and April. "However, I believe that the two countries'bilateral trade will be much improved from the second half of this year due to the newly formed Thai government has vowed to restore good cooperation with its neighboring countries," she said Tuesday.

Last year, bilateral trades between Cambodia and Thailand increased up to 54 percent to 2.54 billion U.S. dollars.

Cambodia and Thailand have had sporadic border conflict over territorial dispute near the Preah Vihear temple since the UNESCO listed Cambodia's Preah Vihear temple as a World Heritage Site on July 7, 2008.

Since then, both sides have built up military forces along the border and periodic clashes have happened, resulting in the deaths of troops and civilians on both sides.

However, the military tension has been eased since the former Thai Prime Minister Thaksin Shinawatra's Pheu Thai Party won a landslide victory in the general elections on July 3.

Cambodia Court detains former three -star general

CAMBODIA, PHNOM PENH, August 16, 2011-The Phnom Penh Court on Tuesday detained three star general Mr. Cheoun Chanthon  alias " Mao" after questioning.

Moa also is head of bodyguard for the president of senate.

The prosecutor of the court Mr. Meas Chanpiseth decided to detain the former head of bodyguard after questioning him. The three- star general also was sent to military court due to his duties as a military official, the court official said, adding that the Phnom Penh prosecutor charge the three -star general with having illegal weapons, ordering to use weapons without duties, and falsifying letters and using fake letters.

China invests $20 million to buy rice product from Cambodia

CAMBODIA, PHNOM PENH,​ August 16, 2011- Cambodian and Chinese companies on Tuesday inked the agreement to buy rice product from Cambodia to export to China.

The agreement inked between Mr. Na Mardy of TTY Corporation of Cambodia and Xu Gefei of head of SINOGRAIN of Guangzhou province of China under the witness of information minister Khieu Kanarith.

The firs step, Chinese side will hand over $ 20 million to buy rice product here to export to China this year, Mardy said.  It plans to expand investment to $200 million for rice product processing here to export," Mardy added. Chinese side also will buy other agricultural products including peas and corns. My company has experiences on rubber plantation, latex and cassava product but the rice yield is a new step for us, he said, adding that for first step we will buy 200,000 tons of milled rice products to supply our partner.

Cambodia plans to export rice product to one million ton by 2015.
