Cambodian government, Government Partner touch on Draft Law on NGOs

Posted: 20 Apr 2011 05:59 AM PDT

PHNOM PENH, CAMBODIA, 20 APRIL, 2011-Deputy Prime Minister and Minister of Economy and Finance Keat Chhon said on Wednesday that NGO law will provide the benefit for people and help ensure the role of NGOs in development of the country.

"We know the role of the NGOs and civil societies that have helped the country and local people," He said in the meeting between government and development partners here.

"We all love this country, and thanked the help from all partners. We love people and that law is for implementing all NGOs," He stresses. But this draft law will be approved by the government cabinet soon before going to national assembly and before that it will debate widely among civil societies and government partner, He said, adding that cabinet will discuss before approval. "We all are confident with deputy prime minister and minister of interior for his leadership in organizing that kind of law.

His announcement was made after the NGOs and international community expressed their concern about the draft law on NGOs, which could limit their work or monitor their work strictly.  During the meeting this morning, US AID Cambodia Mission Director, Mr. Flynn Fuller said in his remarks as delivered at today  meeting of the Government Development Partner Coordination Committee (GDCC) that  "USAID remains concerned about the necessity of the draft NGO law and the related implications for civil society organizations to operate freely in Cambodia.

USAID has been working successfully with Cambodian civil society for almost two decades and continues to partner with over 100 local organizations to implement programs throughout the country in governance, health and education, and combating trafficking in persons.

An excessively restrictive NGO law will hinder the ability of these partnerships to support achievement of critical development objectives in Cambodia, the statement from US embassy here said.

it added: The United States has a deep commitment to the people of Cambodia and to the further development of the country.  In these times of fiscal constraint, justifying increased assistance to Cambodia will become very difficult in the face of shrinking space for civil society to function.  "Again, we strongly urge the Royal Government of Cambodia to reconsider the necessity of the draft NGO law, and if so, to adopt a law consistent with a commitment to expand, rather than restrict, the freedom for civil society organizations to operate." Fuller said.
