Thailand-Cambodia conflict to be discussed at ASEAN summit

JAKARTA, April 28 (Xinhua) -- Indonesia's Foreign Minister Marty Natalegawa said on Thursday that the border conflict between Thailand and Cambodia would be discussed at the upcoming ASEAN Summit slated on May 7-8 in Jakarta.

"The conflict would be discussed at the ASEAN Summit on bilateral or trilateral basis," Natalegawa said after meeting with his Thai counterpart Kasit Piromya at his office.

As the rotating chair of ASEAN this year, Indonesia has proposed dialogue to end the the border conflict between Thailand and Cambodia. Both countries have agreed to settle the border dispute through diplomatic means involving ASEAN role.

Indonesia will deploy its observers on the disputed border to supervise the implementation of ceasefire agreement between the two countries.

Cambodia expresses regret over Thai troops' renewed attacks

PHNOM PENH, April 29 (Xinhua) -- Thai troops again renewed attacks at Cambodian troops based at Ta Krabey Temple late Thursday night through early morning on Friday, a government spokesman said.

Phay Siphan, spokesman of the Office of the Council of Ministers said he had received the information of the new attacks fired on Cambodian troops at Trabey Temple.

"We are very sorry to hear of new attacks from Thai side. As already experienced, Thailand is not honest," he said.

"On one hand, while negotiation for ceasefire is on process, Thai troops on the other hands attacks us," he added.

On Thursday, two sides agreed to a ceasefire and encouraged displaced villagers to return to their hometowns.

New fighting resumed at around 8:50 p.m. on Thursday and continued until 5:30 am on Friday, military sources said.

As of today, fighting at Ta Moan and Ta Krabey temple in Oddar Meanchy Province between the two armed forces has lasted for 8th day since last Friday.

And at least 15 soldiers from both sides were killed since then. Enditem
Cambodia submits request to ICJ for interpretation on Preah Vihear temple issue

PHNOM PENH, April 29 (Xinhua) -- Cambodia on Thursday submitted a request to the International Court of Justice (ICJ) for the interpretation of the Court's judgment of 1962 on the case of Preah Vihear temple, according to the statement from the Ministry of Foreign Affairs and International Cooperation on Friday.

"The submission of this request has been prompted by Thailand's repeated armed aggression to exert its claims to Cambodian territory, on the basis of its own unilateral map that has no legal basis," it said.

It added that afterward, Cambodia also submitted a request to the ICJ to take conservatory measures, in light of the repeated acts of aggression against Cambodian territory by Thailand's armed forces.

"Cambodia considers conservatory measures as unavoidable for engendering a permanent ceasefire between the two countries, thus stopping the loss of lives and preserving the temple of Preah Vihear from serious damages, until the interpretation of the ICJ' s 1962 judgment is finalized," said the statement.

The border between Thailand and Cambodia has never been completely demarcated.

The International Court of Justice awarded Preah Vihear temple to Cambodia in 1962.

The temple was enlisted as a World Heritage Site on July 7, 2008. But Thailand claims the ownership of 4.6 square kilometers (1.8 square miles) of scrub next to the temple. Just a week after the enlistment, Cambodia and Thailand had a border conflict, triggering a military build-up along the border, and periodic clashes between Cambodian and Thai soldiers have resulted in deaths of troops on both sides.

Hong Kong, Macau business chamber in Cambodia marks 13th anniversary

PHNOM PENH, April 28 (Xinhua) -- The China Hong Kong and Macau Expatriate and Business Association of Cambodia (CHKMEBA) on Thursday marked its 13th anniversary, pledging to bring more investment to Cambodia.

The celebration was attended by Cambodian Deputy Prime Minister Sok An, Deputy Prime Minister Yim Chhay Ly, and Chinese ambassador to Cambodia Pan Guangxue, as well as about 350 Chinese and Cambodian businesspeople.

Speaking at the celebration, Yum Sui Sang, chairman of CHKMEBA, said that since 1998, a lot of Hong Kong and Macau investors have done business in Cambodia mainly in garment industry, banking and finance, insurance, transportation and tourism industry.

"With the support from the government of Cambodia and Chinese embassy, we would continue to bring more investment from Hong Kong and Macau to Cambodia," he said.

Sok An said that the association is very important to strengthen and expand business relation and cooperation between Chinese Hong Kong-Macau investors and Cambodian investors.

"The government will fully support the association in its efforts to bring more Chinese investors to Cambodia, which contributed to the economic and social development of Cambodia," he said. "We also appreciate the association for its contribution to education, culture and humanitarian activities."

Japan Calls on Cambodia and Thailand Peaceful Solution

PHNOM PENH/BANGKOK, April 29-- Japan's Foreign Affairs Ministry recently express its deep concerns and calls on Cambodia and Thailand to exercise strain in a border conflict.
Japan said in its statement released on April 26, which DAP Media Center obtained today, said that "Japan has called on the two countries for peaceful resolution of the situation," adding that the international community had also worked toward improving the relationship between the two countries.
The statement added that despite these efforts, clashes have occurred again since Friday, April 22, and Japan is concerned about the situation.
It added, "Japan strongly expects that the two countries pay heed to the mediation efforts by ASEAN and its chair Indonesia, and quickly bring the situation to close in peaceful manner through dialogue."

Japan Calls on Cambodia and Thailand for Peaceful Solution

PHNOM PENH, April 28 - Regional commanders from Thailand and Cambodia agreed to a cease-fire in  talks held Thursday following a resumption of border clashes earlier in the day for the seventh straight day, according to Cambodia's Defense Ministry.

A statement issued by the ministry said that in almost two hours of talks at the O'Smach border point, the commanders agreed that the cease-fire would take effect immediately after their meeting, which ended at 12:15 p.m. and that there  must not be new deployment of armed forces from either side.

The commanders agreed also that border issues would be left for a border committee of the two nations to resolve, not their military 
forces.

They further agreed to reopen a border pass and to encourage tens of thousands of civilians who were evacuated during the past 

week of fighting to return to their hometowns.

Thai military officials did not immediately confirm the agreements. Following the truce talks, Thai Army Commander-in-Chief Gen. 

Prayut Chanocha appeared cautious and merely expressed hope for a genuine ceasefire. ''I hope that there will be no more shooting at the border, not even one single bullet, until tomorrow morning. If there will be no more shelling, firing or shooting, it could be hopeful that the situation will be resolved positively and that we could further discuss other matters,'' said Prayut, who was visiting the border areas of Surin and Buriram provinces where some 45,000 villagers have been relocated to safe zones.

Prayut said that while Thailand wants to settle border disputes with Cambodia by peaceful means, ''If Cambodia resorts to violence, we have no other choice but to retaliate proportionately.''

Thai army spokesman Sansern Kaewkamnerd also did not confirm a cease-fire agreement.

''We know that Cambodian commanders have to report back to their own superiors, especially the top leader, Hun Sen, the only one who can make a decision,'' Sansern said.

Despite truce talks or ceasefire agreed, it is hard to believe in Thai side, as it did prove in recent past, Cambodian military officials said.

The recent round of fighting, which left seven soldiers dead on the Thai side and eight on the Cambodian side, was focused in the 
vicinity of two ancient Hindu temples on the border between Cambodia's Udor Meanchey Province and Thailand's Surin Province.
The disputed temples are known to Cambodians as Ta Moan and Ta Krabey and to Thais as Ta Muen and Ta Kwai.
Previous rounds of fighting since 2008 were mainly over 4.6 square kilometers of disputed land near Preah Vihear temple, more 
than 150 kilometers east of the latest main combat zone. Kyodo
