11 March 2011 – Representatives of Cambodia and Thailand have agreed to a United Nations-sponsored meeting to discuss ways to safeguard the Preah Vihear Temple, a World Heritage List site that was damaged during border clashes between the South-East Asian neighbours earlier this year.

The two sides will meet at the Paris headquarters of the UN Educational, Scientific and Cultural Organization (UNESCO) on 25 May, the agency reported this week.

The agreement follows a recent mission to Cambodia and Thailand by Koïchiro Matsuura, UNESCO's Special Envoy for Preah Vihear, who met with the prime ministers of the two nations and other senior officials.


UNESCO Director-General Irina Bokova said in a statement that the main aim of the discussions on 25 May will be "further dialogue on the effective conservation of Preah Vihear."

An 11th-century Hindu temple, Preah Vihear was inscribed on the World Heritage List in 2008 in recognition of its outstanding universal value. Considered an outstanding example of Khmer architecture, it consists of a complex of sanctuaries linked by pavements and staircases on an 800-metre-long axis.

Ms. Bokova said she has also been briefing both Secretary-General Ban Ki-moon and the Association of Southeast Asian Nations (ASEAN) on the latest developments.

Two British men have been sent to prison in Cambodia in separate cases for child sex offences.

Matthew Harland, 38, who jumped bail in Hampshire in 2005, will serve seven years.

Nicholas Griffin, 53, of Llangollen, Denbighshire, who ran orphanages, was jailed for two years for sexually assaulting several victims in his care.

The UK's Child Exploitation and Online Protection Centre (CEOP) worked on both cases with Cambodian police.

CEOP sent officers to the Asian country after a request from the Cambodian National Police.


Peter Davies, the lead police officer in the case, said: "Two convictions in two days shows that like never before, this crime will not be tolerated, no matter where in the world you think you can go to escape capture.

"These are major convictions and show the severity in which we all view this crime."

Harland went to Cambodia after failing to answer bail while on charges of possession of child abuse images.

He was arrested last year, weeks after CEOP was informed by the non-governmental organisation APLE (Action Pour Les Enfants) that he was in Cambodia. According to reports, he was living in a rented house with two young girls.

In the other case, Griffin was convicted of sexually assaulting a number of victims.

He left the UK in 2006 and founded the Cambodia Orphan Fund a year later. According to CEOP, Griffin ran "a number of orphanages in a tourist hotspot".

North Wales Police were asked by investigators to carry out background checks on Griffin, whose full name is Nicholas Patrick Griffin.

It is reported that Griffin had no previous convictions and was not the subject of a police inquiry while he was living in the UK.

Bangkok - Cambodian and Thai officials are to meet May 25 at UNESCO's Paris headquarters to discuss the Preah Vihear temple, which sparked a deadly border clash this year.

The meeting is the outcome of a visit by UNESCO special envoy for Preah Vihear, Koichiro Matsuura, who travelled to Bangkok and Cambodia late last month, UNESCO said in a statement issued in Paris.

'I am very pleased with the success of Mr Matsuura's mission, and I am very encouraged by his talks with Prime Minister Abhisit Vejjajiva of Thailand and Prime Minister Hun Sen of Cambodia, which have helped open the way for further dialogue on the effective conservation of Preah Vihear,' UNESCO Director General Irina Bokova said. 'This will be the main aim of discussions in Paris on May 25.'


Bokova did not specify who would represent Thailand and Cambodia at the May meeting.

The 11th-century Hindu temple was put on UNESCO's list of world heritage sites in 2008 despite objections by Thailand that the land adjacent to the site was still the subject of a border dispute.

Thailand has asked UNESCO to postpone the world heritage listing process of the temple on its border with Cambodia until the territorial dispute was settled.

Thai and Cambodian troops clashed February 4-7 around Preah Vihear vicinity, killing at least 10 people.

The International Court of Justice ruled in 1962 that the temple belonged to Cambodia but stopped short of determining the border demarcation in the contested area.

Both countries claim a 4.6-square-kilometre plot of land near the temple, which has been included under Cambodia's management plan for UNESCO's World Heritage Committee.

Both sides have beefed up their forces near the temple, 450 kilometres north-east of Bangkok, since July 2008, leading to several border skirmishes over the past two and a half years.

THE Ministry of Economy and Finance has raised its prediction for this year's gross domestic product growth to 7 percent, from a previous 6 percent target.

Minister Keat Chhon, speaking yesterday at a forum for South Korean businesses held in Phnom Penh, said advances in agriculture, tourism, garments and construction had fueled the stronger economic growth.

"There are good signs of a rebound in the Cambodian economy," he said.

The International Monetary Fund had predicted 6.8 percent growth for 2011, while the World Bank and Asian Development Bank both forecast 6 percent GDP growth this year, and the Economics Institute of Cambodia said the Kingdom was poised for 7 percent growth.


EIC senior researcher Neou Seiha said yesterday he agreed that the Kingdom's economic growth this year was faster than originally expected.

Garments, tourism, and agribusiness are all rebounding strongly, though the construction sector still lags, he said.

Cambodia's GDP grew by double digits for much of the past decade, he said, but added much of that came from a booming construction sector.

Agribusiness holds plenty of potential to drive Cambodia's future growth, he said.

"If the government can push this, it will be a very important sector," he said.

Inflation could also increase this year, he said, particularly as prices for petroleum increased.


Keat Chhon said that Cambodia's economy had grown 5.9 percent in 2010. He pointed to a 16 percent growth in tourism, 26 percent in garment exports, and 13.5 percent in industry, as well as strong increases in the agriculture and construction sectors.

Thailand has been non-committal to joining meetings with Cambodia later this month as proposed by Indonesia to discuss the two countries' border dispute, according to a Thai Foreign Ministry statement.

Meanwhile, the nationalistic "yellow-shirt" People's Alliance for Democracy (PAD) on Thursday submitted a letter to the Indonesian ambassador in Bangkok in protesting against a planned Indonesian observer mission to the Thai-Cambodian disputed border.

PAD said in the letter that the coming of the Indonesian observers would amount to "a foreign military operation to control Thai military operations defending Thai sovereignty, which has been deliberately violated by Cambodia."

Indonesian Foreign Minister Marty Natalegawa, the current ASEAN chair, has proposed that Thailand and Cambodia meet later this month to solve their border dispute under the existing General Border Committee (GBC), co-chaired by the defense ministers of both nations, and separately under Thai-Cambodian Joint Commission on Demarcation for Land Boundary (JBC), co-chaired by the two countries' senior officials, according to media reports.


Natalegawa made the proposal in a letter sent on Wednesday to Cambodian Foreign Minister Hor Namhong, Thai Foreign Minister Kasit Piromya and other ASEAN foreign ministers. The GBC and JBC meetings were proposed on March 24-25 in Bogor, Indonesia.

Natalegawa also said in the letter that Cambodia has responded positively to the Terms of Reference (TOR) in sending the Indonesian observers.

"I am looking forward to hearing positive responses from Thailand," he was quoted as saying in his letter.

The sending of Indonesian observers was a result of the informal meeting of foreign ministers of the Association of South East Asian Nations on Feb. 22 in Jakarta, Indonesia.

Thai Foreign Ministry spokesman Thani Thongphakdi said in the statement on Thursday that: "Thailand welcomes Cambodia's readiness to attend the said meetings as it has all along been trying to convene bilateral negotiations with Cambodia."

Thani said the proposed GBC meeting would allow the two countries to discuss the TOR of the Indonesian observers.

However, he said in regard to the GBC meeting, "details with regard to the dates, venue and appropriate engagement of Indonesia remain matters to be discussed further."

He continued: "It is noted that at this juncture Cambodia has proposed that Indonesia attend the opening ceremony, and that, after the conclusion of the said meeting, both countries would share its outcome with Indonesia."

For the JBC meeting, Thani said Thailand had wanted to hold such a meeting in February "a proposal which Cambodia had first agreed to in principle before subsequently changing its position."

He continued: "However, it had been the Cambodian side which maintained that the three draft agreed minutes of the previous JBC meetings be approved by the Thai Parliament first before the said meeting could be convened."

A joint sitting of the House of Representatives and Senate is expected to deliberate and vote on the three draft minutes, seen as agreements that could affect Thai territory, later this month.

Thani's statement did not say clearly whether Thailand was prepared to join the GBC and JBC meetings on March 24-25 in Bogor.

PAD, which has been protesting against the government on its alleged mishandling of the Thai-Cambodian border dispute since Jan. 25, said in its letter to the Indonesian ambassador that the proposed sending of the Indonesian observers would not comply with the bilateral arrangement of Thailand and Cambodia on solving the border dispute, which is involved with a 4.6-square kilometer piece of land around the Preah Vihear temple.

The PAD letter also said the TOR of Indonesian observers could be seen as an agreement that would alter Thailand's sovereign border and, hence, require an approval from the bicameral parliament first.

In launching its rally in January, PAD wanted the Thai government to scrap the existing memorandum of understanding (MOU) signed between Thailand and Cambodia in 2000 as the framework for settling the two countries' border dispute.

They also urged the government to move out Cambodians who are occupying the disputed areas, and to pull out as a party to the World Heritage Convention, under which the Preah Vihear temple was enlisted as a World Heritage site by Cambodia in July 2008.

TOKYO — Japan was struck by a magnitude 8.9 earthquake off its northeastern coast Friday, unleashing a 13-foot (4-meter) tsunami that washed away cars and tore away buildings along the coast near the epicenter. There were reports of injuries in Tokyo.

In various locations along Japan's coast, TV footage showed massive damage from the tsunami, with dozens of cars, boats and even buildings being carried along by waters. A large ship swept away by the tsunami rammed directly into a breakwater in Kesennuma city in Miyagi prefecture, according to footage on public broadcaster NHK.

Officials were trying to assess damage, injuries and deaths from the quake but had no immediate details.


Shaking was felt as far away as Beijing, China.

The quake that struck at 2:46 p.m. was followed by a series of powerful aftershocks, including a 7.4-magnitude one about 30 minutes later. The U.S. Geological Survey upgraded the strength of the first quake to a magnitude 8.9, while Japan's meteorological agency measured it at 7.9.

Several sharp aftershocks struck later Friday afternoon.

The meteorological agency issued a tsunami warning for the entire Pacific coast of Japan. NHK was warning those near the coast to get to safer ground.

The Pacific Tsunami Warning Center in Hawaii said a tsunami warning was in effect for Japan, Russia, Marcus Island and the Northern Marianas. A tsunami watch has been issued for Guam, Taiwan, the Philippines, Indonesia and the U.S. state of Hawaii.

The quake struck at a depth of six miles (10 kilometers), about 80 miles (125 kilometers) off the eastern coast, the agency said. The area is 240 miles (380 kilometers) northeast of Tokyo.

In downtown Tokyo, large buildings shook violently and workers poured into the street for safety. TV footage showed a large building on fire and bellowing smoke in the Odaiba district of Tokyo.

In central Tokyo, trains were stopped and passengers walked along the tracks to platforms.

The ceiling in Kudan Kaikan, a large hall in Tokyo, collapsed, injuring an unknown number of people, NHK said.

Footage on NHK from their Sendai office showed employees stumbling around and books and papers crashing from desks. It also showed a glass shelter at a bus stop in Tokyo completely smashed by the quake and a weeping woman nearby being comforted by another woman.

Several quakes had hit the same region in recent days, including a 7.3 magnitude one on Wednesday.

Thirty minutes after the quake, tall buildings were still swaying in Tokyo and mobile phone networks were not working. Japan's Coast Guard has set up task force and officials are standing by for emergency contingencies, Coast Guard official Yosuke Oi said.

"I'm afraid we'll soon find out about damages, since the quake was so strong," he said.

Lawmakers from the opposition Sam Rainsy Party visited the offices of the T&P Co Ltd labour recruitment firm where a 35-year-old trainee died on Sunday and where current trainees say they are being held against their will.

Son Chhay, Mu Sochua and Ho Van met with company representatives and labour trainees to investigate claims of false imprisonment and to interview trainees who earlier this week were questioned by military police about conditions at the firm, located in Phnom Penh's Sen Sok district.

Son Chhay said after the meeting that the practices of some labour firms border on human trafficking.

"They take people to the company and detain them for as much as three months, using force and intimidation," he said.


During the visit, Mu Sochua spoke to Srun Channang, 23, who said she had tried unsuccessfully to get permission to leave the company, where she has been living since December 12.

"I want to leave, but my request was rejected," she said.

"If I want to leave, I have to pay … 1.5 million riel, but I have no money."

However, a company representative who declined to be named said the trainees are free to come and go as they please, but only if they are picked up from the office by a family member.

"We do not deny anyone the right to leave here. They are free to walk and leave here if they have their parents to accept them," the representative said.

Srun Channang said, however, that the company has strict rules for leaving the grounds, requiring a staff member to accompany any worker who leaves.

Son Chhay said today that the company, local authorities and officials from the Ministry of Labour could all be to blame for failing to regulate the firm and make sure that rights abuses are not being committed.

He added that SRP officials would continue to speak to company representatives as well as Phnom Penh Municipal Court officials to make sure that women who want to leave the firm are allowed to do so.

Cheng Monyra, deputy chief of Sen Sok district, said today that four women have asked to leave the company, but the district prosecutor and relevant officials have decided to delay a decision until further investigation can be conducted.

"This case is still being investigated by the authorities and the court. The Sam Rainsy Party parliamentarians should not have come here," he said.

The deputies shall be elected by a free, universal, equal, direct and secret ballot.

Jailed Thais asked to sign pardon letters

The Thai embassy in Phnom Penh will today ask two Thai Patriots Network members convicted on espionage and illegal entry charges and detained at Prey Sar prison to endorse letters seeking their royal pardon.

Chavanond Intarakomalyasut, secretary to the minister of foreign affairs, said yesterday Cambodian lawyers of TPN coordinator Veera Somkhwamkid and his secretary Ratree Pipatanapaiboon had finished drafting the royal pardon documents with their lawyers and forwarded them to the Thai embassy for translation from Khmer into Thai.

"Staff of the Thai embassy in Phnom Penh will meet Veera and Ratree [today] at the prison. They will ask them to endorse the royal pardon documents," Mr Chavanond said.


He said the endorsed royal pardon documents would then be submitted to Cambodia's Office of the Prime Minister and its Ministry of Justice for consideration next week before being forwarded to Cambodian King Norodom Sihamoni.

Pending the royal pardon's approval, Prime Minister Abhisit Vejjajiva yesterday said the government was looking at two possible options to bring Veera home.

Mr Abhisit said one would be to have him transferred to serve his sentence in Thailand under a prisoner transfer agreement signed with Cambodia.

He said there were a lot of problems involved in this method, such as how long he would serve in Cambodia before being transferred to Thailand.

The other option would be through procedures under the extradition agreement between the two countries, Mr Abhisit said.

Acting government spokesman Panitan Wattanayagorn said after a meeting between the prime minister and Jacques Stroun, head of the International Committee of the Red Cross's regional delegation in Bangkok, at Government House, that Mr Stroun told the prime minister that he assigned his representative to visit Veera and Ratree at Prey Sar prison and found that Veera was suffering from health problems.
