Supreme Court of Cambodia rejects bail request for former prosecutor Posted: 13 Jul 2011 05:43 AM PDT CAMBODIA, PHNOM PENH, JULY 13, 2011-The supreme court of Cambodia on Wednesday rejected the bail request for former prosecutor of Pursat province, who has been charged of corruption with 19 years imprisonment. Phnom Penh court and appeal court found him guilty of bribery and corruption while he was in incumbent. He was arrested by the anti-corruption unit in late 2010. The Supreme Court still uphold the verdict from appeal court as effective legal procedure. The former prosecutor also ordered to pay the compensation. Top Chan Sereiu Vut, former Pursat provincial prosecutor has asked the high court to release him on bail to treat his illness. Khim Pon, judge of the top court said: "releasing him could affect the legal procedure" and he uphold the verdict from the lower courts. Top's case is the first ever historic one for Cambodia to sentence the prosecutor as the court has been implementing the law against corruption. |

Cambodian FM Hor Namhong will Lead Delegation to Listen ICJ’s Order due July 1 Posted: 12 Jul 2011 10:11 PM PDT CAMBODIA, PHNOM PENH, JULY 13, 2011-The Cambodian delegation led by foreign minister Hor Namhong will attend to listen the order of international court of justice due July 18 over seeking clarification on Verdict 1962 on the temple of Preah Vihear after the Thai troop invaded. Cambodia filed the complaint with the court to seek permanent ceasefire after Thai troops invaded the area near the temple leading to deadly fighting, occurring the thousands of families evacuated, and damage the temple. Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, H.E. Hor Namhong will attend to listen the announcement of order from the court on July 18, the media release from ministry said. Thai troop were condemned on using the cluster bombs after the international community found the weapon at the area in the temple complex. Thai troop occupied Cambodian territory on July 15, 2008 after Cambodia enlisted the 900 year –old temple with the world heritage committee which Thailand has always opposed even the management plan. The situation at the border is normal at this time but Cambodian side is observing Thai side. "Cambodian forces have never moved or additionally deployed as it was accused from the Thai media," Gen. Chum Socheat said, adding that but we have self-defense for our territory. His announcement made after the Thai Nation reported that Cambodia forces added the number at the border. Thai forces will not likely to respect the order on July 18 as Thai officials do not hope for winning this case this time. Thai troops did not honor the rule in 1962 immediately unless it delayed for months later. Finally, the Thai King said: the verdict from the court needs to honor and from that, Thai armed force withdrew from the temple. The experience from verdict 1962 is a lesson for Cambodia. Thai armed forces have used unilateral map to invade Cambodia in 2008 and from this act led the relationship for the two countries have soured. |
Xinhua, UNAIDS express willingness for cooperation Posted: 12 Jul 2011 09:26 PM PDT BEIJING, July 13 (Xinhua) -- Xinhua News Agency President Li Congjun and Michel Sidib, the executive director of the Joint United Nations Programme on HIV/AIDS (UNAIDS), expressed willingness for the two organizations to work together during a meeting held Tuesday. Li said that in recent years, Xinhua has launched cooperation projects with several UN organizations, such as the UN Children's Fund (UNICEF), the UN Environment Programme (UNEP), the UN Educational, Scientific and Cultural Organization (UNESCO) and the UN Development Programme (UNDP). Xinhua also has initiated news reporting campaigns with media from around the world to strengthen reporting of UN organization activities, including the Global News Day For Children and World Food Day, Li said. "I sincerely hope one day we can sign a Memorandum of Understanding (MOU) and launch a large-scale public welfare campaign with UNAIDS on HIV prevention and control," he added. Sidib said the meeting was an opportunity to advance links between UNAIDS and Xinhua. He said that compared with the conditions 10 years ago, China today has many projects to offer care for drug addicts to prevent them from getting infected with HIV. "I want you to continue to pay attention to and share the success stories," Sidib said, adding that he hoped to sign a MOU with Xinhua as soon as possible. He also proposed to co-conduct a welfare campaign on this year's World Aids Day, which falls on December 1. |
2nd LD Writethru: China's retail sales of consumer goods up 16.8 pct in H1 Posted: 12 Jul 2011 09:26 PM PDT BEIJING, July 13 (Xinhua) -- China's retail sales of consumer goods rose 16.8 percent year-on-year to 8.583 trillion yuan (1.32 trillion U.S. dollars) during the first half of this year, the National Bureau of Statistics (NBS) announced on Wednesday. In June, the country's retail sales grew 17.7 percent from one year earlier and were up 1.38 percent from May. Urban retail sales increased 16.9 percent year-on-year to 7.445 trillion yuan during the first half, while rural retail sales climbed 16.2 percent to 1.138 trillion yuan, the NBS said. The catering sector generated sales of 957.9 billion yuan, a rise of 16.2 percent from a year earlier while commodities retail sales increased 16.9 percent to 7.63 trillion yuan. Automobile sales slowed during the first half as the government has suspended or canceled preferential policies for vehicle purchases. Auto sales grew by 15 percent during the first half, down 22.1 percentage points from one year earlier. The government slashed its car purchase tax for small-engine vehicles from 10 percent to 5 percent in 2009. It raised the lowered tax to 7.5 percent in 2010, and then put it back at the normal rate at the start of this year. Sales of furniture as well as home appliances and AV equipment jumped 30percent and 21.5 percent during the same period, down 8.5 percentage points and 7.3 percentage points from one year earlier, respectively, the NBS said. |

China stocks close 1.2 pct higher at midday Wednesday after data release Posted: 12 Jul 2011 09:25 PM PDT BEIJING, July 13 (Xinhua) -- Chinese shares ended higher at midday Wednesday as data released by the statistics authorities showed the country's economy expanded by 9.6 percent year-on-year in the first half of this year. The benchmark Shanghai Composite Index climbed 1.2 percent to close at 2,787.72. The Shenzhen Component Index was up 1.52 percent to finish at 12,454.67. Gross domestic product (GDP) rose 9.5 percent in the second quarter, compared with 9.7 percent in the first quarter, the National Bureau of Statistics (NBS) said on Wednesday morning. The country's economic performance was "generally good" and had developed according to macro-economic regulation in the first half, NBS spokesman Sheng Laiyun said at a press conference. The consumer price index, the main gauge of inflation, rose 5.4 percent year-on-year during the period, according to the NBS. |
China drafts new human rights action plan Posted: 12 Jul 2011 09:25 PM PDT BEIJING, July 13 (Xinhua) -- China is drafting a new national human rights action plan for the next four years to improve the country's human rights record, people's wellbeing and expand democracy. The National Human Rights Action Plan of China (2012-2015), the country's second document of the kind, will set "comprehensive and systematic" goals in various fields of human rights and measures to achieve the goals, said Wang Chen, director of the State Council Information Office (SCIO). The new action plan will be made, implemented and supervised by a joint meeting mechanism led by the SCIO and the Ministry of Foreign Affairs and composed of government agencies, nongovernmental organizations and research institutions, Wang said at an assessment meeting of the 2009-2010 plan, the country's first human rights action plan, on Tuesday The new plan will be guided by the Scientific Outlook of Development and the spirit of expanding democracy, strengthening rule of law, improving people's wellbeing and safeguarding human rights, he said. The new plan will also incorporate parts of the country's 12th Five-Year Plan (2011-2015) and the mid- and long-term development plan of various government departments, he said. |
China power generation up 13.5 percent in H1 Posted: 12 Jul 2011 09:24 PM PDT BEIJING, July 13 (Xinhua) -- China's power generation rose 13.5 percent from a year earlier to 2.22 trillion kilowatts-hours in the first half of this year, the National Bureau of Statistics said Wednesday. In June alone, China's electricity output reached 396.8 billion kilowatts-hours, up 16.2 percent year-on-year, according to the NBS. |
1st LD: China's industrial value-added output up 14.3 pct in H1 Posted: 12 Jul 2011 09:24 PM PDT BEIJING, July 13 (Xinhua) -- China's industrial value-added output grew 14.3 percent year-on-year in the first half of this year, the National Bureau of Statistics (NBS) said Wednesday. The year-on-year industrial value-added output in June stood at 15.1 percent after hitting a seven-month low of 13.3 percent in May, NBS spokesman Sheng Laiyun said at a press conference. On a monthly basis, the industrial value-added output expanded by 1.48 percent in June from May, compared with 1.03 percent over the May to April period, Sheng said. Industrial value-added output measures the final results of industrial production, or in other words the value of gross industrial output minus intermediate inputs, such as raw materials and labor costs. |
