Khmer Rouge leaders' wives plan opposite tacks on husbands' trials

PAILIN, Cambodia, June 21, Kyodo - The wives of two of the Khmer Rouge's most notorious leaders plan different approaches to their husband's trials for genocide and crimes against humanity that begin next week in Phnom Penh.

Ly Kimseng, 75, said she will boycott the trial of her husband Nuon Chea, Brother No. 2 in the bloody regime that ruled Cambodia from 1975 to 1979.

Sitting under the patio of a wooden house in Pailin near the border with Thailand, Ly Kimseng said, ''I am not going to attend the hearing. I don't want to listen or hear anything of the trial.''

But So Socheat, wife of former Khmer Rouge head of state Khieu Samphan said she will be at the U.N.-backed tribunal every day her husband is on trial.

''I want to go to the initial hearing that will begin June 27 along with my children. We are preparing to go there to listen and see with our own eyes the environment, atmosphere and the hearing process, especially, the questions and answers,'' she said.

But Ieng Thirith, wife of the third leader facing trial next week, former Foreign Minister Ieng Sary, 86, has no choice but to hear all the evidence against her husband, because much of it will pertain to her as well.

As social affairs minister in the Khmer Rouge regime, Ieng Thirith, 79, will be in the dock alongside her husband, also facing charges of genocide and crimes against humanity stemming from the killing of an estimated 1.7 million Cambodians during Khmer Rouge rule.

But even if Ly Kimseng does not want to hear the evidence against her husband presented in court, she is standing by him.

She makes the nearly 400 kilometer trip from Pailin to Phnom Penh once a month by taxi, staying for about two weeks at a time to visit Nuon Chea in the detention center of the Extraordinary Chambers in the Courts of Cambodia.

The other two weeks a month she lives with a daughter, a son and her grandchildren at Prum Market in Pailin.

Defending her decision to boycott the trial, she said she is ''disgusted'' by ''repeated questions'' and ''wrong charges'' against her 84-year-old husband.

And So Socheat, 59, similarly claims the charges against her husband, Khieu Samphan, 79, are ''unjust.''

''They should find out the real cause why such (killings) happened during the regime. Who was responsible? The charges were made in order to arrest him and it seems that it was orchestrated by a superpower like the U.S.,'' she charged, adding the United States could not have been ''happy'' with her husband because he did not join the U.S. side during the wars in Vietnam and Cambodia in the 1960s and 70s.

''I think the U.S. should be held responsible for the (killings) in Cambodia because they were involved in staging a (1970) coup here,'' she said.

So Socheat also charged the ECCC is biased, saying facilitating people to visit sites such as the Tuol Sleng Genocide Museum or Cheung Ek Killing Fields just aims to ''show bad things'' about the Khmer Rouge.

The mother of two sons and two daughters also said the charges against her husband are simply an attempt to take revenge on him, not to find the real causes behind the killings in the 1970s.

Initial hearings of the four defendants are to begin June 27.

Kaing Guek Eav, 68, better known as the regime's chief jailer Duch, has already been convicted by the ECCC of war crimes and crimes and crimes against humanity.

Statement of the Cambodian National Committee for World Heritage

The Cambodian National Committee for World Heritage highly appreciates Supalak Ganjanakhundee's inspiring article "Democrats wrong from the start on Preah Vihear," published in The Nation on 16 June 2011, which clearly highlights Thai Prime Minister Abhisit Vejjajiva'sinconsistent interpretation of the Temple of Preah Vihear case.

However, the Cambodian National Committee for World Heritage is obliged to clarify a statement in the said article saying "Cambodia has agreed, at least for now, to use that line as the Preah Vihear boundary in its proposal for the temple's listing and management."To be crystal clear, Cambodia has never ever known nor used the so-called Cabinet-drawn line, unilaterally produced by the Government of the Kingdom of Thailand.

It is recalled that, according to Joint Communiqué signed on 18 June 2008 by the High Representatives of the two countries, witnessed by Madam Françoise Rivière, Assistant Director-General for Culture as the Representative of UNESCO, both parties agreed on the inscription of the Temple of Preah Vihearon the World Heritage list without a buffer zone. Consequently, Cambodia's nomination file submitted for the World Heritage Committee's decision in its 32nd Session includes the Revised Graphic Plan of the Property (RGPP) which illustrates only the perimeter of the Temple, but contains no boundary line whatsoever.

The inscription of the Temple in 2008 followed the 1972 Convention concerning the Protection of the World Cultural and Natural Heritage and its Operational Guidelines. In particular, the listing is in accordance with the Article 11.3 of the Convention, which stipulates that: "The inclusion of a property in the World Heritage List requires the consent of the State concerned. The inclusion of a property situated in a territory, sovereignty or jurisdiction over which is claimed by more than one State shall in no way prejudice the rights of the parties to the dispute". This was also reconfirmed by the two State Parties on 22 May 2008 meeting at UNESCO Headquarters that "the inscription of the Temple of Preah Vihear on the World Heritage list shall be without prejudice to the rights of the Kingdom of Cambodia and the Kingdom of Thailand on the demarcation works of the Joint Commission for Land Boundary (JBC) of the two countries".

As clearly stated in the World Heritage Committee's Decision 32COM.8B.102 in Quebec 2008, the inscription of the Temple of Preah Vihear was based on "an outstanding masterpiece of Khmer architecture, which is very pure both in plan and the detail of its decoration."

Therefore, the inscription was purely a related cultural issue alone and is completely separated from the boundary one.

In a nutshell, the Cambodian National Committee for World Heritage once again reiterates that Cambodia has never agreed nor used the so-called Cabinet-drawn line as the boundary in its proposal for the Preah Vihear Temple's inscription and management.

2 dead, 5 missing in flooded mine in central China

CHANGSHA, June 21 (Xinhua) -- Two miners were confirmed dead and five others remain missing after a central China coal mine flood Monday afternoon, local authorities said Tuesday.
The coal mine, located in Sandu Township of Leiyang City in central China's Hunan Province, is privately run.
Nine people were initially trapped when Duxing Coal Mine flooded around 2:20 p.m. Monday. Two miners managed to escape.
Zhou Gezhong, chief engineer with the provincial Bureau of Coal Mine Safety, said a provincial government safety work group had been sent to help the local government with the rescue.
The reason for the accident is under investigation.

HANGZHOU, June 21 (Xinhua) -- Authorities on Tuesday ordered the operators of a major reservoir at risk of overflowing, amid torrential rains in east China, to start discharging water from it.
The Xin'anjiang Reservoir, built on the upper reaches of the Qiantang River, opened three of its nine floodgates at about 9:30 a.m. Tuesday, said officials with flood control and drought relief headquarters of Zhejiang Province.
The reservoir, built in 1959, has a maximum water-holding capacity of 21.6 billion cubic meters. But the water level had risen to 107.18 meters, or 0.68 meters above the warning line by Monday night. It may take 30 to 40 hours before the water level falls below 106.7 meters, officials said.
The operator of the reservoir, the largest in eastern China, had not been forced to discharge water from it since 1999.
Rain-triggered floods, the worst since 1955, have hit 10 cities of Zhejiang since last Saturday. More than 4.41 million local residents have been affected. Dikes near the city of Lanxi City were reported to have come close to overflowing due to surging water levels of the Lanjiang River, a tributary of the Qiantang River.
The Xin'anjiang Reservoir is located at the upstream of Lanjiang River but flood control officials say the release of water will not wreck havoc at downstream as the water level of Lanjiang has receded to about one meter below the warning line.
In 1999, when the reservoir discharged water, eight floodgates were opened, almost inundating the downstream city of Jiande.
"This time, the impact is much smaller, and people living along the river bank won't be affected," said Hu Yaowen, deputy head of the provincial flood control and drought relief headquarters.
Hu said the water flow downstream is estimated to rise to 8,000 cubic meters per second but is weaker than the flow at the flood's peak over the weekend, which was about 11,000 cubic meters per second.
"When the peak passed, it was peaceful, so we presume it will also be fine this time," Hu said.
The Xin'anjiang Reservoir is part of a tourist attraction dubbed "Thousand Island Lake." Authorities have cordoned off the area to prevent tourists who usually venture into the reservoir area from being swept away by the torrents.
Rain-triggered floods have swept large swaths of east and south China since early this month, leaving 175 dead and 86 missing so far, the Ministry of Civil Affairs said Monday.

SHANGHAI LAUNCHES STEEL, MINING FRANCHISE EXCHANGES
The Shanghai United Steel Exchange and the Shanghai United Mining Franchise Exchange have been established in Shanghai, the largest metropolis and financial hub in eastern China. The moves will strengthen the city's influence in commodity trading, local market observers believe.
The steel exchange, which was set up by Shanghai Environment & Energy Exchange, provides a trade platform for products such as steel scrap,iron ore,ferroalloy,pig iron and billet.
The mining exchange is to provide a platform for Chinese firms seeking mining resources globally, on which a number of international mining right projects have been listed. Mine exploring right, mineral products and mining technologies are also traded on the exchange.

FOREIGN INVESTMENT IN CHONGQING TO EXCEED 10 BLN USD
Southwest China's municipality Chongqing will improve its level of opening up and seek innovation in processing trade, according to Mayor Huang Qifan.
The city plans to attract 10 billion U.S. dollars in overseas investment this year, up 58.7 percent on 2010, and to generate 30 billion dollars in foreign trade, more than doubling the year-earlier level.
The fast growth in foreign trade will be driven mainly by sales of laptop computers.
Last year, Chongqing absorbed 6.3 billion U.S. dollars in overseas capital, up from 1 billion dollars three years earlier. It generated 12.4 billion dollars in foreign trade, up 50 percent year-on-year.

HAINAN RECEIVES MORE TOURISTS
Southernmost China's Hainan Province received 2.24 million visits in May, a rise of 15.5 percent on the same month of last year. The number amounted to 12.4 million for the first five months of this year, up 8.01 percent year-on-year, according to the provincial tourism authorities.
Of the visits in May, 57,700 were from abroad, including 40,700 from other countries. Between January and May, visits from abroad numbered 331,500, up 12.5 percent year-on-year.
Hainan's tourism income stood at 2.07 billion yuan (313.6 million U.S. dollars) in May, up 18.26 percent year-on-year. The figure amounted to 13.49 billion yuan for the January-May period, up 9.73 percent.

NEW LIGHT RAIL SERVICE TO BEGIN TRIAL OPEARTION IN NE CITY
Changchun, capital city of northeast China's Jilin Province, will put its No.4 light rail transit line into operation on a trial basis at the end of June, according to sources with the Changchun Rail Transport LLC. The official operation will begin in October.
With a length of 16.33 kilometers, the light rail transit line will be able to accomodate 10,000 passengers in rush hours a day. Initially, the line's daily transport capacity will be 140,000 passengers, and the figure is expected to reach 300,000 eventually in the future.

Over 660 reservoirs overflow in east China's Anhui

HEFEI, June 21 (Xinhua) -- Continuous downpours pounding east China's Anhui Province have caused more than 660 reservoirs to overflow, an official with the provincial flood-control headquarters said Tuesday.
Hundreds of kilometers of dikes in the southern parts of Anhui had also been damaged, said Cai Zhenzhong, a spokesman for the headquarters.
The water levels of the Shuiyang and Qingyi rivers, both tributaries of the Yangtze River running through Anhui, had risen above the warning safety mark.
Operators of many reservoirs had started discharging water from them after the flood-control headquarters order them to do so.
As of Monday, 117.6 km of dikes had been confirmed damaged. A total of 1,824 sites of irrigation facilities, 36 sites of drinking water projects and three hydropower stations had been damaged by floods.
Heavy rain is forecast to batter most parts of Anhui from Wednesday to Friday, according to the provincial meteorological bureau.
Parts of China have experienced heavy rains over the past weeks. Rain-triggered floods in south China had left 175 dead and 86 missing, the Ministry of Civil Affairs said Monday.

China stocks close up Tuesday

BEIJING, June 21 (Xinhua) -- Chinese shares posted a rally Tuesday after falling to the lowest level in almost nine months the previous trading day. The benchmark Shanghai Composite Index rose 1.01 percent, or 26.43 points, to close at 2,647.68.
The Shenzhen Component Index rose 1.6 percent, or 181.31 points, to finish at 11,509.98.

China, U.S. to hold 1st consultations on Asia-Pacific on Saturday

BEIJING, June 21 (Xinhua) -- China and the United States will hold the first round of consultations on Asia- Pacific affairs in Hawaii on Saturday, said Vice Foreign Minister Cui Tiankai on Tuesday.
Cui and U.S. Assistant Secretary of State Kurt Campbell will co-host the consultations, and the two countries will exchange views on the general situation of the region, respective policies on the area, as well as other issues of common concern, he said.
The consultation mechanism is a new step by the two countries in implementing the common consensus reached between President Hu and his counterpart Barack Obama during Hu's visit to the United States in January, Cui said.
According to the joint statement issued during Hu's visit to the U.S., both leaders expressed support for building "a more stable, peaceful, and prosperous Asia-Pacific region for the 21st century."
China hopes the first round of consultations can yield positive results, promote bilateral communication on Asia and Pacific affairs, expand practical cooperation, and help proper handling of differences, so as to push forward regional peace, stability and development, and the bilateral relationship, Cui said.
"The Asia-Pacific region is where China and the United States have the most overlapping interests," Cui said, adding that the two countries had decided to set up a consultation channel.
He said the mechanism will help the two countries better plan cooperation in the region, and facilitate healthy bilateral interaction.

Six injured after 5.2-magnitude quake hits SW China's Yunnan

TENGCHONG, Yunnan, June 21 (Xinhua) -- Six people were injured after a 5.2-magnitude earthquake jolted mountainous villages in remote southwest China Monday night, toppling scores of houses and damaging roads, schools and clinics, local officials said Tuesday.
Two of the most severely injured have been transferred to a hospital in the nearby town. Both are in stable condition, said Duan Zhaojin, deputy head of the hardest-hit county of Tengchong, Yunnan Province.
The epicenter of the tremor was traced to the township of Mangbang, located about 40 km away from the county seat of Tengchong.
Duan said 94 houses collapsed while 9,741 others were damaged. About 2,000 rural households in the county were affected. Over 1,000 local residents were forced to evacuate.
Firemen, police in the nearby region were mobilized while the provincial government has delivered 400 quilts and 405 tents to the quake zone.

The center classifies air quality in China's urban areas into five levels: level I or excellent (pollution reading: not exceeding 50), level II or fairly good (pollution reading: 51 to 100), level III or slightly polluted (pollution reading: 101 to 200), level IV or poor (pollution reading: 201 to 300), and level V or hazardous (pollution reading: over 301).
The 47 cities monitored by the center include the four municipalities of Beijing, Tianjin, Shanghai and Chongqing, provincial (or autonomous regional) capitals, and major cities in economically developed coastal areas, and tourist attractions.
