Buddhism teaches that we all come to this world naked, when we die, we will not take anything with us with the exception of the sins and good deeds that we perform. Therefore, true Buddhist believers should not fight each others to fulfill our greed.
Buddhism is the state religion and it is worshiped by Buddhist Khmer families in general. For example, during each year's Pchum Ben celebration, no Cambodian families would miss visiting a pagoda, whether they are rich or poor. However, when you compare the current social problems in Cambodia and the [intrinsic] value of Buddhism, one can see that the majority of Cambodians only worship Buddhism superficially only, they do not worship Buddhism out of their heart or out of their true belief at all. Why is that so?

The 15 days of the Kan Ben and Pchum Ben celebrations ended on Tuesday. Each pagoda in the kingdom was busy receiving Buddhist devotees. People from all creeds tried to visit a pagoda to celebrate Pchum Ben. This action seems to show that Cambodians are true believers of Buddhism, of sins, of "retributions" which are part of the Buddhist core.

Based on the busy traffic in pagodas during the Pchum Ben season, it is hard to believe that the Cambodian society is riddled with so many social problems because Buddhism provides a just philosophy that everybody can believe and worship. The foremost philosophy that Buddhism teaches to people is: "Do the right deeds and you will reap good deeds, do the wrong deeds and you will reap bad deeds" during this lifetime or during the next lifetime. However, Cambodia had continuously met with unending war and genocide, as well as major and minor problems.


Analysts who follow the situation of the Cambodian society have pointed out 2 major issued that we should reflect on. The first issue is the fact that a number of Buddhist followers worship the religion without clearly understanding the teachings of Buddha. Any religion aims to direct people to perform good deeds, but the problem stems from the fact that the worshipers do not practice their belief properly because they do not understand and they twist religion for other purposes. The second issue stems from the fact that people are using religion only as a shield, but they do not truly believe it in their heart and they do not practice it according to Buddhist meaning at all.

There are many philosophical viewpoints that benefit from Buddhism and they can use to build a blissful society. Just look at the Pchum Ben celebration alone, people can learn to practice good deeds or sinful deeds. But on these major philosophical viewpoints, people seem to forget about them as soon as they leave the pagodas.

The wrong practice of Buddhism does not happen among the lay people only, even fervent Buddhist followers and monks are not practicing Buddhism properly. Because of this, social problems and disputes in pagodas are taking place all the time.

This shows that there is a disconnect between the worship of Buddhism and the complicated problems taking place in the society. In true Buddhism, religious belief should come from our pure heart, and it should worshipped with intelligence, but it should not be just a superficial action.

Under this condition, Buddhist followers should reflect on their action to see whether they are practicing their belief properly as true Buddhists or not? If they don't they should make amend immediately.

An independent United Nations human rights expert today urged the Cambodian Government to carefully review a draft law that may hamper the work of non-governmental organizations (NGOs) in the South-east Asian nation.

"The Government of Cambodia should not proceed with the draft NGO law in its present form," Surya P. Subedi said as he presented his annual report to the UN Human Rights Council in Geneva.

"Of course, as a sovereign country, Cambodia is entitled to enact a law on NGOs, but the decision to adopt a law to regulate NGOs and associations is a critical initiative which requires careful attention, given its long-term implications for the development of Cambodian society," added Mr. Subedi, the Special Rapporteur on the situation of human rights in Cambodia.

Many of the civil society organizations in Cambodia have been playing an important role alongside the State in delivering key social services in the areas of education, health, rural development, sanitation, social welfare and the protection of natural resources and the environment, he noted.


In a news release issued in Geneva, Mr. Subedi urged the Government to take into account the concerns raised during the consultation process before enacting the law, especially the "onerous" requirements for registration and the lack of clear criteria on which registration applications will be considered.

In his report to the Council, the Special Rapporteur acknowledged that the overall situation of human rights had improved over the years in Cambodia, especially with the enactment of a number of key legislations.

At the same time, he underscored that there was still "a great deal of work to be done to strengthen the rule of law, to accelerate the process of democratization and to enhance the capacity of parliament to hold executive to account."

Interviewer: Venerable, what are your purposes in coming to Australia?
Ven. Luon Sovath: My purposes to come to Australia this time is to participate with Khmer Buddhists in Australia during this auspicious Bon Pchum Ben during this Rain Retreat Season as in Cambodia I am expelled from the pagoda by the Supreme Patriarchs and the Chief Monk of Siem Reap because of my activity in engaging with the evicted communities and the victims of land grabbing. Other purpose is to bring petition for the greater support of everyone in requesting the supreme patriarch as well as the chief monk of Siem Reap province to withdraw their orders.

Interviewer: Now, Venerable is arriving Australia, do you plan to travel to other cities as well or just stay in Melbourne?
Ven. Luon Sovath: Yes, I will travel in accordance with the invitation and friendly relationship of the Buddhist friends here.

Interviewer: so Venerable plans to stay in Australia only one month?
Ven.Luon Sovath: Yes

Interviewer: Recently, Venerable has faced many problems because of your engagement with the social activities, could Venerable discuss those issues in details for the audience here?
Ven. Luan Sovath: Truly, it is because my engagement and outreaching to the communities of land grab victims and forced eviction. In reality, it is not my problem, it is the government problem whose people have been suffered. Look at the Australian government, the suffering of the people has been justly dealt. In Cambodia, the suffering of the people have been deeply embedded by the lawless activities, physical violence and bullet shooting.



According to Buddha's teaching, everyone is equal and fully exercising basic rights. If the government followed this teaching, it would have no problem in society at all. Authority at all levels must not abuse their power. When people at the rural areas are facing suffering and violation from the richs, the policemen or authorities must help them. But in contrast, those authorities and policemen beat and shoot at the people.

On behalf of a Buddhist monk, I take no side, no discrimination and no violence. I am undertaking four sublime states of the mind ie. metta (loving-kindness), karuna (compassion), mudita (sympathy) and upekkha (neutrality). But I am not seen by this virtue, contradictorily the authority accused me of violation the rules of Buddhism and joining the political activity. Of course, all these accusations are baseless.

So I would like to appeal to everyone to deeply research on this matter and help to write an appealing letter, petition or other lobbying activities by submitting to the international communities, embassies, Cambodian government and the Buddhist institution etc. to withdraw those orders.

Interviewer: According to the order of Supreme Patriarch Noun Ngeth, it means to force Venerable to stop those activities or to defrock Venerable?
Ven. Luon Sovath: The order is tending to accuse me of political involvement and violation of Buddhist's principles. In reality, the order has clearly distorted my Engaged Buddhism, freedom of speech and rights of social participation. Understand that the order is not the rule or the principle of the Buddha's teaching. It is just a personal decision which is evidently a totalitarian manner to force me to be arrested, defrocked or expelled from the country.

But for me, I will not stop from my Engaged Buddhism. I will stand firmly with those victims in Cambodia. For me, if I am defrocked, I am keenly arrested by the new criminal law to put in jail or convicted by the authority.

I have become a monk in order to seek my personal knowledge, to help the social causes and propagate Buddhism. I am wondering, their accusation tends to stop all those primary intention of how becoming a monk of mine or what?

Buddhists and people nationwide and worldwide have supported me and my original purposes in engaging with the communities and propagating Buddhism.

Interviewer: If Venerable went back to Cambodia, is there any pagada Venerable will go to stay?
Ven. Luon Sovath: In accordance to Buddhism, the actual pagoda is inside our heart, the pagoda outside is just a symbolic one. Lord Buddha played important role in teaching us how important is the pagoda inside ourselves. Buddha traveled from places to places without having proper pagoda to stay. I am a Buddha's student, I must do the same.

Interviewer: Venerable, has you been concerning of personal security and safety?
Ven.Luon Sovath: Every being is afraid of danger and insecurity. I am the same. But my returning back to Cambodia is not feeling in insecure as I have done nothing wrong. Those who are feeling insecure because of their bad deeds and lawless activities.

Interviewer: what is your plans in Cambodia when returning back to Cambodia?
Ven. Luon Sovath: My plan is the same: to learn and practice Buddhism, to outreach to all communities and propagate Buddhism. Those plans are in accordance with principles of Buddhism, universal laws, human rights and freedom of speech.

Boundary issue [with Thailand] likely to be stalled

The boundary between Thailand and Cambodia was delimited and demarcated more than a century ago, when the neighbouring country was still a French colony. Most of the 800-kilometre boundary is marked with pillars with the exception of areas near the Preah Vihear Temple.
No matter who ends up leading the Thailand-Cambodia Joint Boundary Commission (JBC), the task of demarcating the border between the two countries will never be completed if the Kingdom is unable to de-politicise the issue.

The opposition Democrat Party started campaigning against the reshuffle of the JBC once it learned that Foreign Minister Surapong Towichukchaikul had replaced the previous government's man, Asda Jayanama, with career diplomat Bandit Sotipalalit.

Asda was made JBC chief in much the same way as Bandit, when Kasit Piromya, foreign minister under the Democrat-led government, had him replace career diplomat and legal expert Vasin Teeravechyan last November. Kasit never explained why the move was made and Vasin never complained about the move being unfair.

While Asda was in charge, the JBC only held one meeting in Indonesia this April and made no significant progress on demarcating the boundary or easing the strained relations with Cambodia.


Now, the Democrats are accusing Surapong of making the changes to please Phnom Penh. On Monday, the foreign minister said he would sue Democrat spokesman Chavanond Intarakomalyasut for defamation – thus kicking off a brand-new political game.

Basically, the key difference between Bandit and Asda is their personalities. Bandit is moderate and soft-spoken, while Asda is a hardliner and speaks his mind. However, both are seasoned diplomats who have served at the Foreign Ministry. It would be very difficult to say who loves Thailand more and very unfair to accuse one or the other of putting a foreign country's interest ahead of their nation.

The boundary between Thailand and Cambodia was delimited and demarcated more than a century ago, when the neighbouring country was still a French colony. Most of the 800-kilometre boundary is marked with pillars with the exception of areas near the Preah Vihear Temple.

Though time, nature, war and humans have removed these pillars, it is the JBC's task to find them and, through negotiations, clarify the boundary line. The task is very technical and most of the commission's members are technicians from both countries. Together they need to fine-tune the understanding of treaties and maps that were agreed upon more than 100 years ago. Both sides need to be flexible and ready to make compromises, otherwise they will never find common ground on where the boundary should be marked.

In the 10 years since it was set up, the JBC has made a great deal of progress and has found quite a few of the boundary pillars. However, the JBC's task was politicised in 2008 when the yellow-shirt nationalist movement and the Democrat Party started voicing anger against late prime minister Samak Sundaravej's support for Cambodia's plan to have the Preah Vihear Temple listed as a World Heritage Site.

In reality, the inscription of the site has nothing to do with the demarcation of the boundary, but the Democrats and the yellow-shirt People's Alliance for Democracy accused the Samak government of losing the territory adjacent to the temple to Cambodia.

In 1962, the International Court of Justice ruled that the temple was situated on land that came under the sovereignty of Cambodia, but Thailand has been disputing this ruling. In 2008, then-foreign minister Noppadon Pattama was forced to step down after he issued a communique.

The government's rushing to restore power and telecommunications services ahead of another storm approaching to the east of the country.

Thirty-five people are still missing a day after Nesat unleashed heavy rains, winds and storm surges across the main island of Luzon, where 48 million people live.

But the state weather bureau is now warning that a tropical storm brewing in the Pacific Ocean and heading for Luzon will likely hit land within the week.

Water level in the Mekong basin starts to recede

An official from the ministry of Water Resources claimed that water level in the Mekong River has started to recede even though spotty rainfalls are still taking place among provinces located next to the Mekong River. Although the water level receding is good news, the ministry of Water Resources and Meteorology is still following up on the evolution of Typhoon Nesat which is now extending over the Philippines. Will this typhoon affect Cambodia?

Water levels at Stung Treng, Kratie and Kampong Cham provinces are starting to recede. The water level at Chaktokmouk point in Phnom Penh remained unchanged at 10.81m for one day, but it has started to lower in the evening of 27 September, according to Chan Yutha, the director of the department of Water Resources and Meteorology.

Chan Yutha told RFI today that, based on the situation of the water level along the Mekong River, concerns will still remain in the upcoming days at a time when flood water has affected so many areas already. He indicated that 180,000-hectare of crops were flooded, 50,000-hectare of which will see permanent crop damage. 61 people died from flooding and several thousands of families were evacuated to higher grounds.


Even though the water level starts to recede, officials from the ministry of Water Resources and Meteorology still call on people to pay attention to water accidents, especially among their children.

Although the water level in the Mekong has receded, concerns still remain. The ministry of Water Resources and Meteorology is still following on the situation of Typhoon Nesat which, on 27 September, was extending over the Philippines. The ministry of Water Resources is sizing up the extent and the influence of this typhoon, as well as its direction, in order to gauge its effect on Cambodia in the upcoming days.
