Search for missing workers continues as dam construction going on Posted: 05 Dec 2012 03:31 AM PST PURSAT, Cambodia, Dec. 5 (Xinhua) -- Three workers are still missing in a rupture of a concrete tunnel at the Atay hydropower dam on Dec. 1 as search and rescue operation continued, a company representative said Wednesday. Wu Fang, deputy project manager in charge of Atay river hydropower dam, said the incident occurred at 13:15 p.m. local time on Dec. 1 at the upper-part dam when a tunnel on the left- side dam collapsed, causing water in the reservoir to flood the dam's lower part. The incident left six workers slightly injured and three others missing. He said the injured were immediately sent to hospital and five of them have recovered and left the hospital. "We are still searching the three missing men," he said. He said despite the incident, the construction of the lower- part dam is still under way. The Atay hydropower plant is equipped with six generators with the total capacity of 120 megawatts. Its construction has reached the final stage. The upper-part dam has already been equipped with two generators and the lower-part dam was already installed with three generators. The incident will postpone the trial operation of the second generators at the upper dam by at least three months because it takes time for water to reach operational level for power generation after the tunnel break, he said. But trial operation for generators at the lower dam will go on schedule. Cambodian Minister of Industry, Mines and Energy Suy Sem reiterated on Wednesday that the incident was "very small" and the government still "strongly supports" the company to continue and complete the construction as soon as possible. "We need electricity, it is a key element for the country's social and economic development," he told Xinhua over telephone. The upper dam and the lower dam is about 6.7 kilometers apart. The upper dam is about 340 meters long and 57.5 meters high. The tunnel burst under heavy water pressure, leaving a gap of 23 meters in length and 13 meters in width. Experts said that the tunnel is just a small partial structure of the dam, which is used to clean sand at the bottom of the dam. Situated at the upper reach of Atay River in Pursat province, western Cambodia, Atay River hydropower dam covers the area of 4, 674 hectares. The 120 megawatt Atay hydropower dam will supply power to the Electricity of Cambodia when the construction is completed. The 381-million- U.S.-dollar project is invested by the China Datang Corporation. Construction started in May 2008 and is expected to complete in November 2013. It is a concessional contract of a 34-year build-operate- transfer (BOT) with the Cambodian government. The first generator of the upper dam had been tested for 72 hours before the accident. The firm said that when the accident happened, the Russei Chhrum hydropower dam at the lower reach of the river was immediately informed so that they took effective measures to prevent damage from the flood. Life in the area has been normal. After the accident, the Chinese firm has set up a working group to investigate its cause, and experts from China arrived at the scene on Dec. 3 to gather first-hand information. The China Datang Corporation had ordered a thorough search for the missing men. Atay hydropower dam is one of the six dams invested by Chinese firms. |
Vietnam hosts regional anti-drug conference Posted: 04 Dec 2012 10:19 PM PST HANOI, Dec. 5 (Xinhua) -- A conference on anti-drug fight and prevention of the Far East Regional Working Group of the International Drug Enforcement Conference (IDEC) opened in Vietnam 's central Da Nang City on Wednesday. Delegates came from far-east IDEC members and observers including Australia, Brunei, Cambodia, China, China's Hong Kong and Macao, Indonesia, Japan, Laos, Malaysia, Mongolia, Myanmar, New Zealand, the Philippines, South Korea, Singapore, Timor Leste, Thailand and Vietnam. Participants to the two-day conference would review results of drug prevention and fight work in the Far East region since the previous conference held in April 2012 in Thailand. They heard reports of the members about their fight against drug and drug-related crimes, and suggested solutions to handle the problems. They also discussed ways to boost cooperation among anti-drug special forces in the coming years, and shared with one another about the updated information on the growing trend of using ecstasy and other new drugs in the region. The IDEC Far East Regional Working Group is a forum organized by the Drug Enforcement Administration of the United States, which actively participates in and organizes international forums to promote international law enforcement cooperation. One forum is the annual International Drug Enforcement Conference (IDEC) that brings together upper-level drug law enforcement officials from North America, Latin America, the Caribbean, Europe and the Far East to share drug related intelligence and develop operational strategies that can be used against international drug traffickers. |
11th World Huang clan convention held in Cambodia Posted: 04 Dec 2012 07:45 PM PST PHNOM PENH, Dec. 5 (Xinhua) -- About 3,000 Chinese in Huang clan from around the globe gathered here Wednesday to bridge closer ties among Huang families and to visit Cambodia's attractive tourism destinations. Speaking at the opening of the 11th World Huang Clan Convention 2nd Session, Cambodian Minister of Commerce Cham Prasidh, honorary president of the Huang Clan Association in Cambodia, said that some 3,000 Chinese Huang families from China, China's Hong Kong, China's Taiwan, Thailand, Indonesia, Malaysia, the Philippines, South Korea, the United States and Vietnam gathered at the event. "The annual event is a good opportunity for us to discuss ways and means to promote the Huang family's values and principles and to forge business projects together,"he said. "The mass gathering is a testimony of their attachment to Huang family's ties, their endeavor to retrace the glorious history of Huang ancestry and to discover new Huang faces." The minister said that besides attending the general assembly, Huang family members could enjoy attractive tourism destinations and seek business opportunities in Cambodia. Cambodian Prime Minister Hun Sen also sent a congratulatory message to the Huang families on the occasion of the general assembly. "Your presence in Cambodia is a great opportunity for all of you to explore the country and mingle with your relatives,"reads the message. He recalled that Chinese presence in Cambodia dated back to the 13th century when Chinese ambassador Zhou Daguan visited Angkor Wat Temple. Currently, Chinese people and Chinese-blooded Cambodians have greatly contributed to developing Cambodia's economy and society, the message said. At the political level, Cambodia and China do enjoy very warm relations, it said, adding that the peak of this relation was in December 2010 when the two countries decided to upgrade the relationship to the level of Comprehensive Strategic Partnership of Cooperation. Li Zhigong, political counselor at Chinese Embassy in Cambodia, said that the mass gathering was Chinese people's good tradition that has been kept for thousand of years and reflected Chinese unity. He also encouraged Huang families to help develop the countries in which they are living and promote ties between those countries with China. Huang Huangming, chairman of the 11th World Huang Clan Convention, said that the Huang clan is one of the oldest clans in China with a history of over 4,200 years. Rescue efforts in Cambodian tunnel accident under way Posted: 04 Dec 2012 07:41 PM PST BEIJING, Dec. 4 (Xinhua) -- Efforts to find and rescue workers who went missing after a concrete tunnel ruptured in Cambodia on Saturday are under way, Chinese Foreign Ministry spokesman Hong Lei said Tuesday. "Relevant companies are cooperating with the local government, taking flood prevention measures, making all-out search and rescue efforts and investigating the cause of the incident," Hong said at a regular press briefing. The tunnel, at a hydropower dam being jointly built by China and Cambodia in Pursat province, ruptured on Saturday, leaving three workers missing and six others injured. Police in Pursat said the tunnel cracked after succumbing to heavy water pressure. The tunnel was being used to transport water from the dam's reservoir to a dam turbine that was being tested. The rupture did not damage the dam itself. |
