China's investment in energy crucial to Cambodia: minister

PHNOM PENH, Sept. 13 (Xinhua) -- Cambodian Minister of Industry, Mines and Energy on Thursday hailed Chinese companies for hugely investing in the country's energy sector, which is a key element to support the sustainable social and economic development.

Suy Sem's appreciation was made during a bilateral meeting with Wu Yin, Deputy Administrator of China's National Energy Administration.

"Most investors in the country's energy sector are from China. Chinese investors have invested billions of U.S. dollars in building hydropower dams and power transmission lines in Cambodia," he told reporters after the meeting. "The investment in this sector is very vital for Cambodia's social and economic development and poverty alleviation."

Suy Sem said that Chinese companies have invested the total investment of over 1.6 billion U.S. dollars to construct six hydro- electric dams with the total capacity of almost 1,000 megawatts in Cambodia.

"So far, the construction of three hydropower dams was completed and the dams have been in operations," he said.

During the meeting, the minister also requested China to consider providing a loan of 50 million U.S. dollars a year to Cambodia for power transmission line development.

Meanwhile, Wu Yin attributed more Chinese investors to Cambodia to the close relations and cooperation between the governments of the two countries and pledged to encourage more Chinese investors to do business in Cambodia.

He also promised to take the request into thorough consideration.

Wu Yin was in Cambodia to attend the 9th Meeting of Energy Ministers of the ASEAN Plus Three countries and the 6th East Asian Summit Energy Ministers Meeting, which was concluded on Wednesday.

ASEAN energy ministers agree to further enhance cooperation

PHNOM PENH, Sept. 12 (Xinhua) -- The 30th ASEAN Ministers on Energy Meeting was wrapped up on Wednesday evening, agreeing to further strengthen the bloc's efforts in addressing climate change and enhancing ASEAN energy cooperation towards a greener ASEAN energy sector and low-carbon economy, according to a joint statement released after the meeting.

The meeting was chaired by Cambodian Minister of Industry, Mines and Energy Suy Sem and was participated by all ASEAN ministers on energy as well as ASEAN Secretary General Surin Pitsuwan, said the statement.

To build a green energy region, the role of clean energy technologies is vital. In this regard, the ministers welcomed the inclusion of a dedicated chapter on ASEAN in the International Energy Agency (IEA) publication "Energy Technology Perspectives 2012" as part of the Clean Technology Development project that ASEAN is pursuing with the IEA, it said.

In reviewing the region's energy situation, the ministers noted that as a result of measures to improve energy efficiency applied at both regional and national levels, ASEAN's energy intensity has been reduced by 4.97 percent between 2005 and 2009.

"This demonstrates that the region is on the right track towards achieving the target set in the ASEAN Plan of Action for Energy Cooperation (APAEC) 2010-2015 to reduce regional energy intensity by at least 8 percent from 2005 levels by 2015," the statement said.

However, the ministers were also fully aware of the tremendous challenges faced by the ASEAN energy sector, as the total final energy consumption of the region is projected to rise at an annual average growth rate of 4.4 percent from 375 Mtoe (metric ton of oil equivalent) in 2007 to 1,018 Mtoe in 2030.

They therefore reiterated their resolve to step up individual and collective efforts by ASEAN member states to ensure secure, stable, affordable and environmentally sustainable energy supplies, so as to enable ASEAN to achieve the economic and social development goals of the ASEAN Community by 2015.

The ministers also acknowledged the significant impact that global gas developments, particularly shale gas developments in North America, would have on the ASEAN region.

They tasked the Senior Officials and the ASEAN Council on Petroleum (ASCOPE) to explore with the United States a specific platform where ASEAN could obtain information about shale gas developments and the U.S.' liquefied natural gas (LNG) export regulatory framework.

Speaking at the press conference after the meeting, Suy Sem said that the meeting also acknowledged the important role of coal for energy, but stressed that there is a must to use clean coal technologies to reduce the impacts on environment. "The ministers requested the Senior Officials to formulate regional cooperation in coal supply and trading, mutual assistance in emergency situations of coal supply in ASEAN member states," he said.

The ministers noted that energy cooperation between ASEAN and its dialogue partners had progressed further in the past year, and expressed their appreciation to the dialogue partners for the valuable assistance in supporting the implementation of the APAEC 2010-2015.

The APAEC 2010-2015 includes ASEAN Power Grid, Trans-ASEAN Gas Pipeline, Coal and Clean Coal Technology, Energy Efficiency and Conservation, Renewable Energy, Regional Energy Policy and Planning, and Civilian Nuclear Energy.

The ministers agreed to convene the 31st ASEAN Ministers on Energy Meeting and its Associated Meetings with Dialogue Partners in Indonesia in 2013.

Founded in 1967, the Association of Southeast Asian Nations ( ASEAN) groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

25 countries confirm participation in Asia-Europe Parliamentary Partnership meeting in Laos

VIENTIANE, Sept. 12 (Xinhua) -- Twenty-five countries and five international organizations have confirmed their attendance at the upcoming 7th Asia-Europe Parliamentary Partnership (ASEP7) meeting which will be held here on Oct. 3-4, according to documents released by the Lao government.

The main theme of the ASEP7 meeting, which is expected to bring together parliamentarians from a diverse range of countries across Asia and Europe, is sustainable development. The meeting is part of a range of Asia-Europe forums and meetings to be held over the next few months in Laos, one of South-East Asia's poorest countries.

According to the Lao government, 13 Asian countries, eight European countries, four observer countries and five international organizations have confirmed they would send a delegation to the meeting.

The Asian nations are Brunei, Cambodia, China, India, Indonesia, Japan, Malaysia, Pakistan, the Philippines, the Republic of Korea, Singapore, Thailand and Vietnam. Belgium, Denmark, Finland, Germany, Hungary, the Netherlands, Romania, Spain and the European Union will be sending delegations for Europe.

The four confirmed observer nations are Australia, New Zealand, Russia and Myanmar. The International Monetary Fund (IMF), UN Office for Disaster Risk Reduction (UNISDR), UN Development Program (UNDP) and the Inter-Parliamentary Union (IPU) will attend.

Germany has confirmed its delegation would moderate economic- related meetings, at which China, the Republic of Korea, Finland, and the IMF will be keynote speakers. Vietnam is expected to moderate on social and environmental topics, while Indonesia, France, Belgium and the United Nations Office for Disaster Risk Reduction (UNISDR) will be lead speakers.

ASEP, initiated in 1996 and held meetings every two years, is aimed at enhancing mutual understanding between Asia and Europe through increased dialogue among parliaments.

ASEAN+3 Energy Ministers Meeting begins in Cambodia

PHNOM PENH, Sept. 12 (Xinhua) -- The 9th ASEAN+3 (China, Japan and South Korea) Ministers on Energy Meeting was held here on Wednesday to discuss strengthening energy cooperation in order to secure a sustainable energy development for the region.

The meeting was co-chaired by Suy Sem, Cambodian Minister of Industry, Mines and Energy, Wu Yin, Deputy Administrator of China' s National Energy Administration, Keiro Kitagami, Japanese Vice Minister of Economy, Trade and Industry, and Lee Kwansup, South Korea's Deputy Minister of Knowledge Economy.

It was participated by the Ministers of Energy from the ten ASEAN countries and ASEAN Secretary General Surin Pitsuwan.

Suy Sem said that the meeting would help strengthen and expand cooperation between ASEAN and its dialogue partners in promoting clean energy development in ASEAN.

In an opening address, Wu Yin said that as the biggest developing country, China is making energy conservation as its priority and the country increases energy supply based on domestic resources.

"Constantly, China has optimized our energy structure. In the future, China will make efforts in some areas such as energy conservation and energy consumption efficiency, clean energy development and effective supply of energy services to all the peoples in the region," he said.

He said that China and ASEAN are good neighbors and strategic partners, and both sides have much room to grow in economic cooperation.

"China would like to strengthen dialogue and cooperation on energy resources, technology, services, policy and energy security among the ASEAN+3 countries," he said. "We would like to tackle problems in the cooperation for mutual benefits and understanding. "

He added that China would like to establish a good environment for energy trade and investment.

"China is willing to work closely with all the countries to establish a clean, safe, stable and economic energy supply system, "he said.

Keiro Kitagami said that as a country responsible for overseeing the energy security forum, Japan would continue to make active contribution to enhancing the cooperative activities within the ASEAN+3 frameworks.

"We'd like to resolve the challenges related to energy together, we hope that our discussion today will bring fruitful results," he said.
