Cambodia warned of closing radio stations after disturbing air traffic

PHNOM PENH, CAMBODIA, MARCH 21, 2011-The ministry will release an announcement to inform owner of local radio stations who have not respected the standard of broadcasting air frequency disturbing the connection of air traffic, information minister said on Monday.

"The ministry will issues it tomorrow," minister said.

"Some radio stations violated the principles of techniques from ministry and affected to the airwave for planes," he stresses.

The frequency for radio stations is completely narrowed in city after Phnom Penh alone has over 40 radio stations. The flights for Phnom Penh airport also are so busy.

Cambodia urges farmers to plant turmeric for Indian market

PHNOM PENH, CAMBODIA, MARCH 21, 2011-Cambodian government urged local farmers to plant turmeric crops to export to Indian markets.

"India is the biggest market for the turmeric plants but it needs to match Indian standards. It is very easy to harvest the turmeric product,"an agriculture expert said on Monday.

"The planting of turmeric crops needs to have techniques because it needs about 8 months to collect this product after planting, said Yang Saing Kumar, head of a local agriculture education center, CEDAC.  

"India plans to set up the factory in Cambodia to export turmeric product from Cambodia, a senior official of commerce ministry said. 

Currently, it is worth about $0.5 per kilogram of turmeric in Cambodia and one hectare of turmeric plant could harvest about 30-40 ton.

Italy assigns eight warplanes for Libyan operation: minister

ROME, March 20 (Xinhua) -- Italy has assigned eight combat aircraft to military missions against Libya, Defense Minister Ignazio La Russa said here on Sunday.
The aircraft, including four Tornado jets, can be put into use "at any time," the minister said.
Italy had earlier offered the use of seven air and navy bases for the Libyan operation, dubbed "Odyssey Dawn."

Spaniards protest against military intervention in Libya

MADRID, March 20 (Xinhua) -- About 400 people gathered in Barcelona, Spain, on Sunday to protest against the military intervention by Western powers in Libya.
With banners reading "Nor tyrannies or occupations. Solidarity with the people in struggle," the protestors choired "support to the Libyan people, nor NATO or Gaddafi" and "no more blood for oil."
Pere Ortega, one of the organizers, said the NATO intervention would make Gaddafi's posture stronger .
Ortega said these kinds of interventions produce collateral damage and the bombs are often dropped to civilians instead of military facilities, so he called for a pacific and non-military solution.
A coalition of the United States, Britain, France, Canada, Italy, Belgium and Qatar started to launch air raids against Libya on Saturday. The Libyan authorities said at least 64 Libyans were killed and 150 others wounded in the air raids.

NATO agrees on enforcing Libya arms embargo, divided on no-fly zone

BRUSSELS, March 21 (Xinhua) -- NATO approved a military plan late Sunday to help implement the United Nations arms embargo on Libya, a statement from the 28-nation alliance said.
More discussion would be needed, however, over the alliance's involvement in a no-fly zone over the oil-rich North African country.
According to local media reports, alliance member Turkey's opposition to NATO intervention in Libya stalled the body's approval of the no-fly zone plan. NATO makes decisions by consensus.
France, Britain and the United States, also NATO members, have already been carrying out strikes individually on Libyan targets since Saturday.

Haitians vote in crucial presidential runoff

PORT-AU-PRINCE, March 20 (Xinhua) -- Haitians went to the polls on Sunday for a presidential runoff pitting former first lady Mirlande Manigat against popular singer Michel Martelly.
The polling stations opened at 6:00 a.m. local time (1100 GMT), and were scheduled to close at 4:00 p.m. (2100 GMT) with preliminary results to be announced on March 31 and final ones on April 16.
Martelly cast his vote at a school in Port-au-Prince. "Today is the day of change, of change for Haitians, for them to get out of their misery," he said.
According to the Provisional Electoral Council, about 4.5 million Haitians will cast their votes at 1,186 poll centers, to elect a successor to incumbent President Rene Preval.
The presidential runoff, originally scheduled for early January, had been postponed after multiple reports and complaints of fraud and voter irregularities.
Speaking of the runoff, Edmond Mulet, head of the UN Stabilization Mission in Haiti (MINUSTAH) said "everything is fine" and "going on peacefully."
The election was seen as crucial for the poor nation, which was devastated by a major 7.3-magnitude earthquake on Jan. 12 last year, claiming at least 250,000 lives.
In the first-round voting last November, Manigat, a candidate for the National Gathering of Progressive Democrats party, was ahead with 31.6 percent of the vote, while Martelly, a famous singer also known as "Sweet Mickey," came in second with 22.2 percent.

Venezuelan president condemns Western-led bombardment of Libya

CARACAS, March 20 (Xinhua) -- Venezuelan President Hugo Chavez on Sunday condemned the Western-led military action against the Libyan government, claiming that the "indiscriminate bombing" was causing civilian casualties.
During his weekly television and radio program, Chavez said the air raids on Libya must be stopped, saying no country has the right to drop bombs on Libya.
He said that dialogue instead of bombs is the only way to resolve a conflict.
According to figures provided by the Libyan authorities, at least 64 people were reported to have been killed and 150 others wounded following the joint operation led by the United States, France, Britain, Canada and Italy on Saturday night and early Sunday.
French warplanes took the lead in the air strikes, which came after the UN Security Council passed a resolution on Friday imposing a no-fly zone over Libya.

PARIS, March 20 (Xinhua) -- Qatar will join the Western-led military operation against Libya shortly, a French Defense Ministry spokesman said on Sunday.
Laurent Teisseire told reporters in Paris that four Qatari warplanes will join the operation alongside French warplanes.
At least 64 people were reported to have been killed and 150 others wounded following the joint operation led by the United States, France, Britain, Canada and Italy.
After the first round of air strikes, U.S. Chairman of the Joint Chiefs of Staff Admiral Mike Mullen said on Sunday that the initial stage of the international operation to set up a no-fly zone over Libya "has been successful."
The air raids on Libya have drawn criticism from the Arab League whose chief Amr Moussa said on Sunday that the situation in Libya was not what Arabs had envisaged when they agreed on the imposition of a no-fly zone over Libya.
"What has happened in Libya differs from the goal of imposing a no-fly zone and what we want is the protection of civilians and not bombing other civilians," said Moussa.
Both Russia and China expressed regret on Sunday over the military action against Libya.
"We are calling on the respective states to halt the indiscriminate use of force," the Russian Foreign Ministry said in a statement.
Chinese Foreign Ministry spokeswoman Jiang Yu said China did not agree with resorting to force in international relations.
China believes that the tenet and principles of the UN Charter and relevant international laws should be adhered to, and Libya's sovereignty, independence, unification and territorial integrity should be respected, she said.

British army joins second wave of strikes in Libya: defense ministry

LONDON, March 20 (Xinhua) -- The British Defense Ministry on Sunday night confirmed that British forces had participated in the second wave of strikes in Libya.
The ministry said a British submarine in the Mediterranean Sea continued to fire Tomahawk missiles at Libya in the second night.
The confirmation came only hours after Libya announced a fresh cease-fire from 9:00 p.m. local time (1900 GMT) following Western powers' devastating strikes against it.
In response to that announcement, a spokesman for the Downing Street No. 10 said: "Everyone will recall that in recent days Colonel Gaddafi declared a cease-fire which was promptly violated. "
